Crawford seeks to develop well site
The Town of Crawford is currently applying for a New York State Environmental Facilities Corporation grant for the Dwaar Kill Pine Bush Water Supply project .
The grant would fund the development of the well site , the building to extract and treat water from the wells and the pipe line from Hill Ave . to the Pine Bush water district . The county will pay for 20 percent of the grant , but the town will reimburse them though a water use charge .
The grant is due Sept . 7 and the town is still unsure of the timeline after that . If the town doesn ’ t get the grant , then the project will either be canceled , or Crawford will look for other sources of funding for the project .
“ We think we have a pretty good chance of receiving it ,” Crawford Supervisor Charles Carnes said .
Pine Bush has had problems in the past with its water supply , both in quantity and quality .
“ We just have a limited supply of water and the water is very hard ,” Carnes said .
The town has had issues with high amounts of iron and hard water , which causes build up and blockages in pipes .
Crawford puts Holland Ave . property on the market
The town of Crawford presented a bid of $ 82,500 for the sale of the Holland Ave property at a town board meeting on July 19 . Proceeds would be invested in a water supply district for the Pine Bush water district .
Deputy Supervisor Daniel Flanick disagreed with the sale , saying the town could subdivide the property and make more money selling two or three separate lots rather than one .
Carnes agreed to put the property back on the market to see if the town can receive any higher bids .
“ We ’ re gonna just see over the next month if any other offers come in ,” Carnes said .
The 1.6-acre property was originally intended for a water supply well , but further site investigations concluded the site wasn ’ t suitable for it .
Crawford passes two-family dwelling zoning law
The town board passed a zoning law restricting the conversion of single-family homes into two-family dwellings in the residence R zoning district in a board meeting on July 19 .
An earlier version of the law stated two-family dwellings “ tend to be poorly maintained compared to single family dwellings which are predominately owner occupied ” and “ tend to require a greater demand on police resources compared to single family dwellings .”
These lines were struck out from the final law over objections that the language was inappropriate .
Pine Bush resident RJ Smith said it was inappropriate to use social issues as justification for a zoning law .
Pine Bush resident Charlie Bazydlo expressed concern that those two lines could open the town to a law suit , especially the mention of a greater demand on police resources .
The law is meant to stop absentee landlords who don ’ t

maintain their property from creating rental units on inadequate lots . It also promotes owner-occupied units , who are more likely to take care of their property .
“ Owner-occupant landlords are more likely to rehabilitate their dwellings and maintain their properties at a higher standard than absentee landlords , because the owner-occupants directly experience the improvements ,” the law says .
The law also states two-family conversions create increased parking demands , many lots in the district are too small to meet the requirements for a two-family dwelling and there is not adequate living space to accommodate outside activities for the two-family units .
The law has no effect on current lawful two-family dwellings , it only prohibits the creation of new ones by way of converting a single-family home .
Gardiner Shaft Road development faces public hearing
An eight lot-residential subdivision located south of Shaft Rd and the east of South Mountain Rd . faced a public hearing in a planning board meeting on July 17 .
The site plan also includes about 55 acres of conservation lands preserved through a conservation easement . The lot is about 87 acres total , with only about 4 acres of total disturbance . A large part of the parcel is wetlands .
Several residents and the board said the conservation easement lines within the lots needed to be clearly marked with a fence , boulder , trees , etc . to ensure the easement is being followed .
“ People can have lawns in their backyard next to wetland and wetland buffers and it ’ s not definitive as to where the line is ,” Gardiner resident Tom Carano said .
The site plan was reduced from ten lots to eight after Gardiner requested two lots be combined to come into compliance with the town ’ s open space development regulations and protect the adjacent Kiernan Farm open space .
The lots range in size from 3.7 to 33 acres . Five of the lots range from 3.7 to five acres .
Clutterbusting at Gardiner Library
The Gardiner Library will host a workshop on Clutterbusting on Saturday July 28 from 11:30 a . m . to 1:30 p . m . Pre-registration is required by July 27 . This workshop begins with a lecture covering basic clutterbusting and organizing as well as time , paper , and stress management . This is followed by sharing and addressing individual situations . Group input is highly encouraged in this part of the workshop because it provides opportunities for other participants to come up with wonderful solutions for real-life individual problems .
Sue Story began ClutterBusters , an organizing service for businesses and residences , in 2000 . Ms . Story says she discovered a need for such assistance when several of her editing / typing business clients asked if she could help organize their offices , which were often home-based .
The workshop takes place in the library community room , 133 Farmer ’ s Turnpike in Gardiner . For directions or further information call 255-1255 or visit gardinerlibrary . org or the library ’ s Facebook page .
