Where does my $ 95 per month dues go ?

Homeowners , renters and senior living occupants all pay $ 95 per month to the master homeowner ’ s association , Charbonneau Country Club . There are 1,627 units in the Charbonneau District community , which has a population of about 3,000 . Over 1,000 units ( homeowners ) are billed directly from CCC , and others pay as part of their rental fees by their property owners ( e . g . Spring- Ridge , Haven Apartments ). In total , the CCC HOA receives about $ 1.8 million each year .
1,627 units x $ 95 per month x 12 months = $ 1,854,780
This covers the cost of maintaining all the facilities and services that are available to all the owners and people living in the 1,627 units . The major facilities include the Activity Center , Events Center , Pavilion , RV storage lot , marina , tennis and pickleball facility , Fitness Center and more . The operating staff includes a
general manager , three staff , property manager and a few consultants for accounting , legal and insurance advice . Some facilities are free to residents and some amenities require user fees .

manager oversees a budget process to compile next year ’ s budget estimates as well as a forecast into the future . This five-year budget and forecast of revenues , expenses and expenditures are presented to the CCC Board of Directors for review , discussion and approval of the annual dues requirements for the 1,627 units in the following year ( i . e . 2023 ). The budget is divided into three distinct account summaries : operations , reserves for capital improvements and reserves for major repair / replacements .
The $ 95 per month ( 100 %) is the total requirement to fund the annual operations ( 56 %) while also putting aside adequate funds into the reserve accounts ( 44 %).
There are limits to how much the board can increase annual dues . The main limitation is based on inflation measured from the inception of the Charbonneau HOA ( formed in the 1970s ) to a current year . With the increase in recent inflation rates , there is likely to be an impact on the future estimates of required funds for operations and replacement reserves . The inflation impact on capital improvements is likely less than the other areas of the budget . October of each year is the month where there is usually a first draft of the 2023-2027 budget forecast which leads to a lot of discussion . If residents would like to learn more about the budget process and how dues are calculated each year , please join me at a residents ’ informational meeting . This will take place from 7-9 p . m . Oct . 13 in the Wilson Room of the Activity Center .
Note : The $ 95 per month doesn ’ t cover the costs of the 13 neighborhood HOAs whose facilities ( e . g . pools ) and services ( landscape maintenance ) are limited to only a specific group of units ( e . g . Arbor Lake , CHOA ). Each of the neighborhood HOAs require an additional monthly payment , each a slightly different amount depending on the number of facilities and services offered .

CALLING ALL CHARBONNEAU ARTISTS

Recognizing the many talented Charbonneau residents , about 20 years ago a gallery was created in the Event Center ( originally the clubhouse ). When our new Activity Center was designed , a gallery space was included in the plans . A “ Community Art Wall ” was established for displaying the work of local Charbonneau artists .
We welcome resident artists to apply to showcase their art by submitting application forms for review . This is a juried process . The application is available on our website , Charbonneauarts . org , and a printed form is available in the Activity Center in the small coat room by the library .
