New board goals set for the next year Hello everyone . In last month ' s Villager there was an article and picture of our newest employee , Jen Chavez . Jen
NEWBORE joined us in
April of this year as our office administrator . She is a real sharp , young lady and picks up things very rapidly . She is also extremely friendly , so if you haven ' t met her yet , please drop by the clubhouse and introduce yourself . You will be impressed by her friendliness , helpfulness and her energy .
If you have been down to the clubhouse in the last couple of months or played golf , you have seen construction vehicles and construction on the new Activity Center . Initial site grading is complete and concrete has been poured for the new foundation . While I ' m speaking of the Village , the Pavilion is getting very high use from Charbonneau residents and outside events as well . Some clubs are meeting there and I also notice many Charbonneau resident groups using the facility for happy hours when I

walk by . They do look happy and laughter abounds . I ' ll have to bring an empty glass along the next time I ' m there ! Remember , as a resident , you can reserve open times for your group of residents at no rental cost . Just contact Jennifer in the clubhouse .
In board news , the board did set its goals for the May to May 2021-2022 board year . They are : n Complete the Activity Center and have it open for use by Feb . 1 , 2022 . n Have an agreement between the CGCI and CCC Boards for food and beverage services by Dec . 31 , 2021 . n Have a CCC approved restaurant plan by Dec . 31 . 2021 . n Approve a pickleball plan by Dec . 31 , 2021 . n Have the marina parking lot expansion plan ready for permit application by Sept . 1 , 2021 . n Have a new website running by Oct . 1 , 2021 . n Develop a master plan for Edith Green Park by Nov . 1 , 2021 . n Develop a Charbonneau master security plan by Dec . 31 , 2021 . n Develop monitoring dashboards for Operations , Capital Improvement Fund and Reserve accounts by Dec . 31 , 2021 . n Get resident approval for revised bylaws by Dec . 31 , 2021 . n Develop emergency infrastructure and plan by March 30 , 2022 . n Develop a first draft of a design and plan for replacement of the marina by May 1 , 2022 . n Introduce best practices from the Community Associations Institute by Dec . 31 , 2021 . n Develop a plan for paddleboard

This is a very ambitious list . At the July 6 board meeting , the Pickleball Committee made their recommendation to build four pickleball courts in Edith Green Park . An hour and fifteen minutes of public testimony was also heard on this subject . A decision on pickleball will be made at a future board meetings , probably before the end of the year . The board is also starting its budget process in August , shooting for an eventual approval at our November meeting . While this is a boring process for most of our residents , it is also one of the more important things we do as the budget eventually results in determining what actions the board will be taking in the ensuing year and it also results in setting the dues starting in the following January .
Each month I have been featuring a CCC Board member in this column and this month it is the very hard working , Anne Shevlin . All our committees are important and doing great work , but two of the most critical committees may be the Architectural Control Committee , which ensures that residents follow the Charbonneau Architectural standards , and the Asset Management Committee which

oversees the maintenance and management of all of the CCC physical properties . Anne chairs the Asset Management Committee . She also cochairs the task force that developed and is overseeing the construction of our new Activity Center , chairing the Pickleball Sub-Committee , which will be developing new pickleball facilities here , and she ' s serving on the committee that is working on developing a new restaurant . A busy lady ! I have found that one of her best traits is just good , common sense . I know I lean on her for advice and I always get good , solid thinking from her . Anne and her husband Bill moved to Charbonneau partly for the beauty of our community in 2012 . As a career registered nurse , she spent the last few years as the vice president of nursing at a southern Oregon hospital and medical center . She said the high point of her involvement on the board has been the opportunity to work with so many wonderful , forward-thinking people in our community . Anne enjoys taking care of her grandkids , golfing , gardening , kayaking and playing bridge . She also puts in a tremendous amount of time on board activities .
Last , as Steve Switzer writes in his column , the Court of Appeals determined that LUBA erred in its decision on the airport and remanded the issue back to LUBA . This could mean that the airport will need start over on their master plan and follow our state ' s land use planning laws .
