The Council of Ministers is the highest executive and administrative body and constitutes the Government of the Republic.
Communist constitutionalism rejects the idea of? any division of powers between the organs of government. All powers are established in a single representative body that theoretically responds to the desire of the masses.
The government is structured under the principle of " unity of the people ". 30 Under this theory, all legislative and executive powers of a state are allotted or delegated to a representative democratic body. " This representative political body is the supreme organ of the state and the only one capable of creating the law and controlling the activities of all state organs”
