The Council of Ministers is the highest executive and administrative body and constitutes the Government of the Republic .
Communist constitutionalism rejects the idea of ? any division of powers between the organs of government . All powers are established in a single representative body that theoretically responds to the desire of the masses .
The government is structured under the principle of " unity of the people ". 30 Under this theory , all legislative and executive powers of a state are allotted or delegated to a representative democratic body . " This representative political body is the supreme organ of the state and the only one capable of creating the law and controlling the activities of all state organs ”
