FEATURE ADACT MEDICAL LAUNCH THE ADACT CO-ORDINATED PRIMARY AUTHORITY PARTNERSHIP Adact Medical often receive calls from clients who have been challenged by regional trading standards bodies regarding their interpretation of the UK Tobacco and Related Products Regulations (TRPR) 2016. Due to the regional structure of trading standards bodies across the UK the TRPR / TPD regulations are often interpreted differently, this results in confusion, stress and lost time to red tape for many manufacturers and retailers. Adact have entered into a government-sponsored partnership under the Regulatory Enforcement & Sanctions Act of 2008 with the Peterborough & Cambridgeshire County Council Trading Standards to form ‘The Adact Co-ordinated Primary Authority Partnership (Adact PAP)’. The scheme is designed for businesses who have a shared approach to compliance enabling them to gain the benefits of following agreed advice from a single regulatory authority. With this new venture Adact have issued an open invitation to companies across the industry where Partnership members can deal exclusively with the Peterborough & Cambridgeshire County Council Trading Standards, regardless of where they are based in the country. Greg Cox of vape company QCig said: “ It just makes perfect sense! As soon as I learned that Adact were setting up a partnership with Peterborough and Cambridge Trading Standards I signed up. I have wasted too much of my time dealing with different enforcement officers who all seem to interpret TPD in different ways. “ 54 | VM16 BUT WHAT EXACTLY DO PRIMARY AUTHORITIES ACCOMPLISH? Primary authorities provide advice to businesses that other local enforcement officials must respect regarding compliance with the regulations. The Adact PAP can also produce an inspection plan for a business to improve the effectiveness of visits by local regulators and underpin better sharing of information. WHAT ARE THE ADVANTAGES? Members enrolled will receive access to relevant, authoritative advice tailored to their business needs. Members will also be able to recognise robust compliance arrangements, gain the ability to draw on an established and effective means of meeting business regulations and can gain confidence that they are protecting customers and securing growth. When you register, then your entire UK businesses/retail outlets and entities – no matter where they are situated – will be covered by one single trading standards office (Peterborough & Cambridgeshire) which means no more regional confusion about the interpretation of regulations. It also means that if any other local trading standards officers visit any of your outlets, you may inform them that you are part of the Adact PAP and refer them to Peterborough & Cambridgeshire Trading Standards, who will then deal directly with the regional trading standards body to resolve any issues. Enrolled businesses will receive a document confirming membership and a window sticker advertising that they are a member of the Adact PAP. Adact would also like would-be members to know that you don’t have to be based in the UK to be a recipient of this service.
