Harm reduction group CAPHRA highlighted the health body ’ s inconsistency when it came to e-cigarettes , saying that it proposed closed tank systems – which are made of plastic - be allowed , while recyclable open systems be banned .

CAPHRA said : “ What is the WHO doing about the existing environmental issues of masks and rapid antigen tests ? Where is the recycling program ? Where is the guidance ?… there isn ’ t any .”
