in the School of Public Health at the University of Waterloo , 11 percent of Canadian high school students reported vaping in 2019 . Hammond said : " We have also seen an increase in the number of youths who report indicators of dependence in the last two years ." The Canadian Vaping Association ( CVA ) has suggested an alternative approach which would minimise youth use while maintaining adult access . The organisation would see high nicotine products restricted to adult-only vape shops . This would ensure that young people were not subjected to ads for the kinds of high salt nicotine products implicated in America ’ s so-called youth vaping epidemic . The CVA also noted that despite the 20mg cap , Action on Smoking and Health research found that 60,000 former smokers in the UK relied on e-liquids stronger than 20mg . Making it harder to access these liquids could hinder Canada in achieving its five percent smoking rate by 2035 . Darryl Tempest , executive director of the CVA , said : “ It is without question that Canada must act to restrict nicotine concentrations to protect youth , but it should not be an all-or-nothing approach . Ontario has restricted high nicotine products to age-restricted environments , effectively eliminating all retail access points for youth . This policy has proven effective in mitigating youth use while balancing the needs of adult smokers . The CVA encourages the Government of Canada to adopt this policy federally .” But if the Canadian Cancer Society has its way , Canada may soon see an ‘ all-or-nothing approach ’ when it comes to vaping .
The foundation has backed the proposed nicotine cap , saying that ‘ a multi-faceted approach is needed to reduce youth vaping .’
Senior policy analyst Rob Cunningham said : “ We applaud these regulations and support the federal government moving as soon as possible to implement them and to adopt other measures , including a comprehensive ban on flavours and a tax on e-cigarettes .” Canada may soon find itself in a familiar situation to the US . Its neighbour ’ s industry regulator has also publicly encouraged smokers to switch to vaping as a less harmful alternative while , at the same time , making it more and more difficult for the industry to flourish .
