Iraqi munitions have been stolen and remain unaccounted for. 12 The terrorist groups comprised of ex Baathist Party
members and former Military personnel have at their disposal an indefinite supply of ordinance. CF counter
measures during this period are proving ineffective.
In 2006, primarily concentrated in the city of Basra and influx of Explosively Formed Projectiles (EFPs)
aka “Platter Charges” are being used by Sunni insurgents to a much greater extent than seen in previous years. 13 Iran
is believed to be a state sponsor of Shia groups in Iraq and also behind using Hezbollah Militia to teach jihadists the
advanced use of EFPs through integration with PIR hidden sensors. Some EFPs are heat activated (vehicle engine)
resulting in US DOD frequency jamming technology being ineffectual. This results in pitting terrorists against CF,
as to who can come up with a winning combination first.
