Part I: Introduction Background These investigations result from petitions filed with the U.S. Department of Commerce (“Commerce”) and the U.S. International Trade Commission (“USITC” or “Commission”) by Cambria Company LLC (“Cambria” or “Petitioner”), Le Sueur, Minnesota, on May 8, 2019, alleging that an industry in the United States is materially injured and threatened with material injury by reason of subsidized and less‐than‐fair‐value (“LTFV”) imports of certain quartz surface products (“quartz surface products”) 1 from India and Turkey.
