Part III: U.S. producers’ production, shipments, and employment The Commission analyzes a number of factors in making injury determinations (see 19 U.S.C. §§ 1677(7)(B) and 1677(7)(C)). Information on the subsidies and dumping margins was presented in Part I of this report and information on the volume and pricing of imports of the subject merchandise is presented in Part IV and Part V. Information on the other factors specified is presented in this section and/or Part VI and (except as noted) is based on the questionnaire responses of nine firms that accounted for the vast majority of U.S. production of quartz surface products during 2019. 1 U.S. producers The Commission issued a U.S. producer questionnaire to 77 firms 2 based on information contained in the petition, information provided by the petitioner and respondents in the Commission’s recent investigations regarding Quartz Surface Products from China, and staff research. Nine firms provided usable data on their operations. 3 Six firms are quartz slab producers, one firm *** is an integrated producer which produces slabs and fabricates, and two firms (***) are independent fabricators 4 . Staff believes that these responses represent the vast majority of U.S. production of quartz surface products slabs. Staff calculates that the three fabricators (one integrated and two independent) included in the Commission’s dataset account for over *** percent of total fabrication of domestically manufactured quartz surface products slabs and less than *** percent of total fabrication of foreign manufactured quartz surface products slabs imported into the United States.
