The Possibility of Exempting Some Medicinal Products and Medical Devices From VAT Considered
On Feb 1, 2017, draft law“ On Amendments to the Tax Code of Ukraine regarding the Abolition of Value Added Tax on the Domestic Medicinal Products Sale and Supply within the Territory of Ukraine”( hereinafter- the " Draft ") was registered with the Verkhovna Rada of Ukraine under No. 6012.
The Draft provides for changes in the Transitional Provisions of the Tax Code of Ukraine, introducing temporary exemption until Dec 31, 2018 of the following categories of transactions from the VAT:—— sale and supply within the territory of Ukraine of domestic medicinal products registered with the State Register of Medicinal Products;
—— sale and supply within the territory of Ukraine of medical devices registered with the State Register of Medical Equipment and Medical Products, and / or put into circulation in compliance with the legislation in the area of technical regulations and conformity assessment.

medical devices exempt from VAT should be developed by the Cabinet of Ministers of Ukraine within a month. Thus, as a result of adoption of the Draft, only a part of medicinal products will be exempt from 7 % VAT, namely domestic medicinal products registered with the State Register of Medicinal Products.

Reforming of Emergency Medicine Will Take 5 Years
Reforming of emergency medicine( EM) will take 5 years, the acting Minister of Healthcare of Ukraine Ulana Suprun said. Within the reformation, doctors and feldshers will be reprofiled into paramedics. The training of a paramedic is to take 3 years: theoretical training – 2 years, internship in ambulance team – 1 year.
According to Mrs. Suprun, changes in EM system will not lead to dismissal of doctors or reduction in the number ambulances. In addition, the reform of the EM provides equipment of ambulances with modern facilities, providing of needed medicines, establishment emergency conditions offices in hospitals, changes in the dispatching system.
The MOH Presented Plan for Reforms in 2017-2020
Deputy Minister of Healthcare Pavlo Kovtoniuk presented the Plan for key changes, which will take place in medical sphere in 2017-2020. The Plan provides 9 main directions, each of them envisages the development and adoption of regulatory acts as well as implementation of practical steps. All of the initiatives are scheduled to start in 2017.
