5. In view of the aforesaid circumstances, the Government after careful examination of the matter, issue further orders that promotions shall be considered with prospective effect only in subsequent panel years duly placing the matter before the Departmental PromotionCommittee / Screening Committee afresh in respect of the cases where;( i) Charges were dropped using the words such as let off, warning, to be more careful in future, on humanitarian grounds, on benefit of doubt etc.,
( ii) Original order of penalty was modified on appeal or revision, after elapse of stipulated time( or) on humanitarian grounds( or) due to retirement etc.,( iii) The individual was acquitted by courts on benefit of doubt in criminal cases. 6. All the Departments of Secretariat, Heads of Departments and District Collectors shall follow the above instructions scrupulously and bring it to the notice of all the concerned.

O R D E R:
In the Government orders 1st read above, the APTWREI SOCIETY( GURUKULAM) has been established, on bifurcation from the APREI SOCIETY, to promote quality education among Tribal Students in the State. In the reference 2nd cited, government have approved the model bye laws of APTWREIS and have also appointed members of the Board of Governors vide ref. 3rd cited, to manage the day to day affairs of the Society. Accordingly, the Service Rules for the employees of APTWREIS have been approved by the Board of Governors( BOG), in its meeting held on 03.06.2000 and from then on, the APTWREIS has been governed by its own rules, according to which, the posts of Principals( school and college), Junior Lecturers and Physical Directors( college) are being treated as State Cadre, the posts of PGT, TGT, PD( S) and PET as Zonal cadre and other as District cadre.
2. The Board of Governors in its XI meeting held on 09.08.2007 vide refernce 4th read above, has decided to treat the posts of Principals / Junior Lecturers / Physical Director and the Senior Assistants as Zonal posts, on par with the post of Panel Grade Head Master in Director of School Education and the Board of Intermediate Education in the State. Accordingly, the Secretary, Gurukulam has submitted a proposal vide ref. 5th cited above, to the Government, requesting to convert the posts of Principal( School and College), Junior Lecturer and Physical Director( College) from State cadre to Zonal cadre and for issue of concurrence for the allotment of persons to their local cadres in respective zones on par with the similar and equivalent posts existing in the Board of Intermediate Education, as per G. O. Ms. No. 302, Education( I. E. I.) Department Dated 30.12.1993 and Director of School Education.
3. The Government after careful examination of the proposal of the Secretary, APTWREIS( GURUKULAM), in accordance to the Andhra Pradesh Public Employment( Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975( Commonly known as Presidential Order), provides for the Organization of different categories of posts under Government of Andhra Pradesh into different local cadres as per the procedures laid down in the G. Os 6th and 7th read above, hereby accord permission to the Secretary, APTWREIS for organization of local cadres i. e. the posts of Principals( School and College), Junior Lecturers and Physical Directors( College) in their institutions, as per the manner provided for, under the scheme of organizations of Local Cadres under the Presidential Order as laid down in paragraph 3 of the Order 6th read above.
3. The Secretary, APTWREIS( GURUKULAM) Hyderabad is therefore requested to ensure strict compliance to the provisions of Presidential Order in this exercise and also requested to take necessary action for incorporating the rule changed by this order.
