Redefining Accountability from Resolution to Action . The UAP at your doorsteps thru Balangkasan .

With the aim of unifying all architectural professional organizations in the Philippines , the United Architects of the Philippines ( UAP ) was formally recognized as the integrated professional organization for architects last May 12 , 1975 by the Professional Regulation Commission ( PRC ). It was a result of the merger of the three ( 3 ) existing architectural organizations during that time – Philippine Institute of Architects ( PIA ), Association of Philippine Government Architects ( APGA ), and League of Philippine Architects ( LPA ). Fast forward forty one years later , the UAP bore witness to numerous challenges and issues ranging from mundane concerns to complicated ones . In response to these , the UAP had institutionalized several committees to address current issues and concerns , and one of which was the Balangkasan Committee . Balangkasan was derived from the Tagalog word “ balangkas ,” which literally means “ framework ,” specifically “ propositions and projects ”, or “ to decide on methods . ” The said committee is one of the eight ( 8 ) Standing Committees under the Commission on Government and External Affairs ( CGEA ) led by Executive Director Arch . Gil V . Japitana , UAP directly under the Office of the National Executive Vice President Arch . Ma . Nina Bailon-Arce , FUAP , AA .
As per the 2009 UAP By-Laws , the Balangkasan Committee is mandated to coordinate with other commissions and committees of UAP which will provide venues for discussion of timely and relevant issues affecting the architecturalprofession in particular and the construction industry in general . Moreover , the committee also provides an opportunity for UAP ’ s interaction with government and private sector in crystallizing programs and projects and development of new opportunities for the architectural profession . Likewise , it encourages and assiststhe organization of Balangkasan fora by the UAP Regional Districts . Local UAP chapters can form also their own Balangkasanlocal committees as well .
Traditionally being held by most districts during the celebration of the World Architecture Day ( WAD ) during the month of October and the Nationwide Architecture Week every second week of December . The current Balangkasan National Committee for Fiscal Year 2016-2017 has embarked on trailblazing initiatives and programs to “ professionalize ” the way how each Balangkasan forum is to beconducted , which ideally can be conducted all the year round as the need arises . In response to the call for unity , accountability and professional excellence under the current UAP Leadership , led by its National President Arch . Guillermo H . Hisancha , FUAP , APEC AR , AA , initiatives such as the crafting of the very first proposed Manual on Procedures ( MoP ) in conducting Balangkasan fora was formalized . The said MoP explains in detail how each forum is to be held , from the careful selection and identification of “ acceptable ” forum topics , up to the conduct of such , wherein each forum should arrive with a resolution which declares practicable , specific , and feasible plan-ofactions which can be made into a concrete program and / or project of the UAP within less than a year . The MoP is accompanied with a Balangkasan kit which contains template for survey and resolution forms , and other pertinent documents .
Moreover , in order to heighten awareness on the importance of conducting Balangkasanfora among

Examples of these updates are running percentages among the general membership which have initiated several forums already , the resolutions that were crafted and if possible , the specific actions that were made by the UAP in response to these resolutions . The contents of the infograph changes progressively from zero to a certain percentage as each Balangkasan forum is being held globally . In this way , the general membership will be informed that actions are being made by the national leadership in response to these resolutions . Aside from assisting UAP Areas A , N , C and D , and regional districts and local chapters areas in conducting their respective Balangkasanfora , the committee has also explored possible joint Balangkasan national fora with the following committees – UAP Special Committee on Unification , UAP Special Committee on Young Architects , UAP Nationwide Architecture Week ( WAD ) Committee , UAP Commission on Education , UAP Committee on World Architecture Day ( WAD ) and UAP Committee on Education and Research which are expected to address
the following four ( 4 ) sectors – young architects , government architects , academe architects and industry practitioners .
