City of Troup Municipal Employee of the Year 2020
John Phillips ’ main role as public works director was to make sure that all our systems , water and wastewater satisfy all Texas Commission on Environmental Quality rules and regulations and therefore assure JOHN PHILLIPS the water customers of Troup that they have a safe drinking water source and that our wastewater is treated and disposed of in a sanitary and environmentally acceptable and compliant way .
John began his employment with the City of Troup as a water and wastewater operator on April 17 , 2008 and was named Public Works Director on December 28 ,
2010 . He brought with him 30-plus years of experience in utilities management . He passed away on November 21 , 2020 .
He did an outstanding job of making sure all our reports are filed on a timely manner and that any issues with those reports are resolved in a way that avoids any financial penalties that could be imposed by state of federal regulators .
On a tight budget , John was able to upgrade the entire public works fleet as well as make important changes at the wastewater plant . He recognized that the staff was not assigned to best perform the work the city needed and worked to get the staff in place to proficiently accomplish the daily tasks .
John is missed by his co-workers every day and Troup continues to improve due to his service .
