Reconstruction project brings new gateway to northeast Wisconsin city
By Kay Kruse-Stanton

Green Bay : one of Wisconsin ’ s

premier cities , home of the
Green Bay Packers , gateway to the Port of Green Bay , a center of commerce and culture for the eastern side of the state .
For years , people entering the city on North Webster Avenue have had a difficult time visualizing that picture of prosperity . Nearly legendary potholes gave the corridor the reputation as the City ’ s worst road . Beneath the jaw-jarring pavement were other concerns : utilities nearing the end of their useful life , drainage problems , and an inadequate storm sewer . Complicating the picture was the importance of the avenue as a main route between IH 43 and the center of the City , two hospitals , and an industrial area providing jobs for thousands of area residents . More than 10 percent of the traffic on the avenue was made up of trucks transporting raw materials to and finished products from the industrial and manufacturing facilities .
Now , after more than a decade of planning , a year of detours , and a total expenditure of more than $ 13 million , North Webster Avenue is a source of pride for Green Bay .
