A city-wide stormwater master plan was developed
in 2001, which included a conceptual plan for mitigating
flooding in the area. However, the plan offered no viable
solutions for the flood-prone area, Randall said. “The
master plan described a solution that couldn’t feasibly
be built,” he said.
The plan required building dual conduits in the
backyards of people’s homes. “It would have been a war
zone,” Randall said. “Between the money it would have
cost and the impact to people, I don’t think it could have
been done.”

Knowing this, the City embarked on a venture to
find a viable solution. Using its Alternate Project
Delivery System, or APDS, the City assembled a team in
2006 of two engineering consultants – Ayres Associates
and Anderson Consulting Engineers – and general
contractor Garney Construction to work in concert with
the City. Rather than a typical design-bid-build process,
the APDS system provides an environment where the
owner, consultant, and contractor work together from the
start of the project’s design through its construction.
One of the key aspects of the APDS system is that the
