New manager hired in Florida
Moris Cabezas, PhD, PE, BCEE, CFM, has joined Ayres Associates as manager of water resources for our Florida offices. He has 35 years of experience in program and project management for water resources engineering. His technical expertise is in the planning and engineering of surface water systems, including hydraulic, hydrologic, and water quality analyses.
Cabezas brings a wideranging understanding of clients’ infrastructure needs as he manages projects encompassing watershed planning and management, hydrodynamic and water quality computer modeling, and regulatory compliance and permitting. His expertise also includes environmental impact statements and master planning for water supply, combined sewer overflow, and wastewater collection and treatment systems.
Cabezas is a registered professional engineer in Florida and Texas. He holds a doctorate in water resources and a master’ s degree in urban and regional planning, both from Texas A & M University, and a bachelor of science in civil engineering from Universidad Central in Ecuador.

He is a member of the American Academy of Environmental Engineers, the Association of State Floodplain Managers, and the Florida Floodplain Managers Association. |
Roundabout designer added
Kevin Kuhlow, PE, has joined Ayres Associates’ transportation engineering staff as a project manager and lead roundabout designer. Kuhlow has over 19 years of transportation design and project management experience, with the past eight years being focused entirely on roundabouts, including operational analysis, feasibility studies, design, review, construction observation assistance, and training.
Kuhlow is a leading roundabout designer in the United States. He has been involved with developing hundreds of roundabouts throughout North America, ranging from single-lane to complex, three-lane roundabouts. He also has been actively involved in developing VISSIM micro-simulation models for operational results and for use during public information meetings.
Kuhlow worked with the Wisconsin DOT to develop the state’ s most recent roundabout design guidelines update. He was a co-instructor for WisDOT’ s roundabout training workshops in 2006, 2009, and 2013; has been co-instructor for Georgia DOT roundabout training workshops; and presented at the Institute of Transportation Engineers’ 2009 and 2013 Midwestern District conferences and the 2011 Transportation Research Board International Roundabout Conference.
