FY19 SUMMARY
The City of Arlington and its co-permittees have operated under Texas Pollutant Discharge Elimination System ( TPDES ) MS4 permit # WQ0004635000 since its issuance on April 26 , 2012 . The 2012 permit expired on April 26 , 2017 . After permit expiration in 2017 , the City continued operations under the rules outlined in the 2012 Permit while awaiting permit renewal .
FY 19 SUMMARY
While awaiting renewal , the City of Arlington prepared its Fiscal Year Annual Reports as required by Part IV . C of the 2012 TPDES Permit designating the waiting periods between expiration and renewal as “ interim reporting periods ” or IRP . Annual reports submitted to TCEQ during these interim periods provided summaries of implementation activities for the first interim reporting period ( 1-IRP ) beginning October 1 , 2016 and ending September 30 , 2017 ; and the second interim reporting period ( 2-IRP ) beginning October 1 , 2017 and ending September 30 , 2018 .
On August 15 , 2019 , the City of Arlington ’ s MS4 permit was renewed . Because permit renewal occurred approximately 6 weeks before the end of the fiscal year , the City has chosen to submit to TCEQ its final annual report under the 2012 Permit . As such , the information included herein is related to the third interim reporting period ( 3-IRP ) after permit expiration beginning October 1 , 2018 and ending September 30 , 2019 .
The body of this report summarizes the City of Arlington ’ s activities according to the eight sections outlined in the 2012 MS4 permit and its approved 2016 Stormwater Management Program ( SWMP ):

Each co-permittee reports implementation and / or continuation of activities as required by the TPDES MS4 permit and as outlined in their respective Stormwater Management Programs ( SWMPs ).
The annual report prepared by the University of Texas – Arlington ( UTA ) is provided in Appendix A . Co-permittees continue to cooperate , and mutual assistance has been readily afforded .
