Thirteen ( 13 ) illicit discharges were found as a result of dry weather screening and monthly in-situ sampling .
III . Wet Weather Monitoring – RWWCP The City monitors wet weather events through a wet weather screening program designed to identify and investigate areas that may contribute excessive concentrations of pollutants to the MS4 , and to establish baseline data on receiving streams . The City ’ s wet weather monitoring efforts are coordinated by the NCTCOG through its RWWCP . Participation in the RWWCP was offered as an option in Part IV . A . 1 of the City ’ s TPDES Phase 1 MS4 permit . NCTCOG provides all RWWCP data to the TCEQ on behalf of the participating entities . The City collects water quality data from NCTCOG quarterly or when published .
The third term of the RWWCP spanned 2011-2015 , thus the conclusion of monitoring efforts occurred in 2015 . Monitoring resumed in FY2018 under new contract with the NCTCOG . The results of those monitoring activities are available in Appendix D . RWWCP sample locations for the new monitoring term ( including the 2- IRP ) are identified below . The new monitoring term will span 2018 through 2022 .

IV . Industrial and High-Risk Monitoring In the 2-IRP , twelve ( 12 ) industrial facilities were identified as having benchmark requirements . Benchmarks are due to TCEQ and the City of Arlington on March 31 annually and cover the period from January 1 of the previous year through December 31 . The benchmark reporting indicated below covers the period January 1 , 2018 through December 31 , 2018 – a portion of the 2-IRP . Environmental Management staff will not receive the benchmarks for the remaining portion of the 2-IRP until March 31 , 2019 . As of the writing of this report , of nine ( 9 ) facilities of the twelve facilities have submitted a copy of their benchmark data to the City of Arlington . Eight ( 8 ) facilities were non-compliant , each having exceeded benchmark parameters . Three ( 3 ) facilities remain on corrective action plans from FY17 . The remaining five facilities are currently being evaluated for the necessity of action plans .
