Town Council Corner : Recent Policy Actions
Below is a summary of some of the approvals and decisions made by the Town Council during recent meetings . • Chevron Gas Station Car Wash : Approved a special exception and site plan amendment to construct a car wash facility at the Chevron gas station located on 0.92 acres at 3 N . Alternate A1A .
• Police Union Contract : Approved a three-year contract between the Town of Jupiter and the Palm Beach County Police Benevolent Association , representing police officers and sergeants . The contract will be effective October 1 , 2022 through September 30 , 2025 .
• Sawfish Bay Living Shoreline : Approved a contract with Underwater Engineering Services , Inc . in an amount not to exceed $ 70,254.50 for the installation of riprap for Phase 1 of the living shoreline project within Sawfish Bay .
• Radar Speed Trailers and Variable Message Board Purchase : Approved the purchase of two radar speed trailers and one variable message board at a total cost of $ 54,027.13 .
• Water and Stormwater Master Plans Updates : Approved the 2022 updates to the Water and Stormwater Master Plans .
• Pennock Square : Approved a special exception application and site plan amendment application to change the use designation of a 2,474 square foot space from retail to restaurant . Also , approved a modification of the shared parking agreement for the 43,597 square foot shopping center located on 4.2 acres at 901 West Indiantown Road .
• Councilors House : Approved the final historic preservation tax abatement application for improvements completed to a locally designated historic structure located at 305 2nd Street .
• Deep Injection Well Permit : Approved and authorized the Town Manager to execute Certificate of Financial Responsibility forms to the Florida Department of Environmental Protection for the deep injection well permit application .
• Fiscal Year 2023 Vehicle Purchases : Approved vehicle purchases in FY2023 for Engineering , Public Works , Utilities , and Parks and Recreation .
• Water Supply Wells : Approved a contract in the amount of $ 5,891,000 with All Webb ’ s Enterprises , Inc . to drill three Upper Floridan Aquifer water supply wells for the Town ’ s water treatment plant .
• Jupiter Beach Road and A1A Intersection Improvements : Approved a contract in an amount not to exceed $ 1,073,547.50 with American Design Engineering Construction , Inc . for the construction of a roundabout at the intersection of A1A and Jupiter Beach Road .
• National Nurse Practitioner Week : Proclaimed November 13-19 Nurse Practitioner Week in Jupiter .
• Water Meters : Approved a purchase order for water meters and meter appurtenances in the amount of $ 713,651.26 from Empire Pipe and Supply .
• FY22 Year-End Budget Amendments : Approved year-end budget amendments for Fiscal Year 2022 .
Town Receives Award for Sawfish Bay Restoration Project
On Wednesday , December 7 , the Treasure Coast Chapter of the Florida Association of Environmental Professionals awarded the Town an Environmental Excellence Award for the Sawfish Bay Marine Restoration Project . In the first phase of the project , the Town installed a living shoreline , consisting of artificial reef modules , mangroves and riprap , this past November along a 100-foot section of the old marina basin of Sawfish Bay Park .
The goal of the project is to encourage coral and oyster growth while providing a habitat for marine life . The project was initiated as part of a Town Council Strategic Initiative to “ enhance the natural vegetation and promotion of our bluewater systems by evaluating and protecting our local seagrass beds ” and to “ improve the water quality in the Loxahatchee River .”
• Stormwater Utility Swale Rehabilitation : Approved a contract with Sunshine Land Design , Inc . in the amount of $ 300,000 for stormwater swale rehabilitation .
• Sidewalk Construction : Approved a contract in an amount not to exceed $ 122,364 with Sunshine Land Design , Inc . for sidewalk construction , including removal of existing sidewalk , the installation of ADA detectable warnings and replacement of the concrete sidewalk .
• Architectural Design and Engineering Services : Approved a contract in the amount of $ 329,896 with Song & Associates , Inc . for Architectural Design and Engineering Services for the Water Treatment Facility hardened training facility and server room improvements .
• Reverse Osmosis Clearwell Repairs and Improvements : Approved a contract with Innovative Masonry Restoration , LLC in the amount of $ 598,630 for structural repairs and improvements in the Reverse Osmosis clearwell at the Town ’ s water treatment plant .
• Fire Rescue Services : Approved the continuation of the inclusion of Jupiter in the Jupiter Municipal Service Taxing Unit ( MSTU ) to finance fire rescue services by Palm Beach County Fire Rescue through Fiscal Year 2027 . The MSTU provides for the collection of ad valorem taxes as part of a property owner ’ s yearly property tax bill to finance fire-rescue services provided by Palm Beach County . The collection of this tax is not included in the Town of Jupiter ’ s annual budget , but is collected by the Palm Beach County Tax Collector and paid directly to Palm Beach County by Jupiter residents .
• Microsoft Enterprise License Agreement : Approved a three ( 3 ) year Microsoft Enterprise License Agreement and Reconciliation True-up with Software House International in the amount of $ 887,762 .
• FIND Park Lease Agreement : Approved a five-year lease agreement extension with Florida Inland Navigation District ( FIND ) for use of the property that composes FIND Park . The lease agreement calls for the Town to pay FIND $ 100 a year and contribute up to $ 10,000 a year , which is matched by FIND , if it is determined exotics removal is required .
• Abacoa Community Park Pickleball Courts : Approved an amendment to the Interlocal Agreement between Palm Beach County and the Town of Jupiter to repurpose one ( 1 ) of the roller hockey rinks located at Abacoa Community Park into five ( 5 ) dedicated pickleball courts .
• Community Development Block Grant ( CDBG ) Funds : Approved the reallocation of unspent CDBG funds in the amount of $ 197,000 to the Town ’ s already approved and CDBG-funded project of improving safety along South Loxahatchee Drive . Additionally , reallocated $ 271,588.59 of unspent CARES funds , known as CDBG-CV , to provide $ 63,000 to the Pearl Mae Foundation , Inc . for its senior food program , and utilizing $ 208,588.59 to purchase new playground equipment for a Town park in a low-tomoderate income area .

Town of Jupiter Election
Cam May has been re-elected to represent the First District and Ron Delaney the Second District as both were the only candidates to qualify for the March 2023 Town election . Both May and Delaney will serve a three-year term .
With May ’ s and Delaney ’ s re-election , there will be no election in March of 2023 .
