The Plot

Black Mirror is a science fiction television anthology created by Charlie Brooker. Situated in an alternative present or the near future, it is centred around dark and satirical themes that examine modern society, particularly with regard to the unanticipated consequences of new technologies.
Set in a world where people can rate one’ s popularity out of five stars, from friends to strangers on the street. In this future entirely controlled by how people rate others on social media, Lacie tries to keep her " score " high. The lease for her flat is about to expire and Lacie is eager to move out to the“ luxurious” Pelican Cove. In order to be able to afford to live there, she must either pay an exorbitant rent or earn a discount by having a rating of 4.5 or above.

The Context

Housing Allocation Policy determines who is eligible for housing, how applicants’ housing needs are assessed and how council and housing association homes are let.
The‘ choice based lettings scheme’ enables applicants to‘ bid’ for suitable properties.
All applicants will be placed in the appropriate Housing Needs Band( A, B, C, D or E) based on an assessment of their needs.
The existing allocation policy is a structure of categorisation and qualification based on personal attributes. It parallels with digital and social trends towards rating and reviewing personal experiences and interactions.

The Proposition

Learning from prevalent systems of rating and reviews to rethink Housing Allocation Policy as structures of positive reinforcement at a neighbourhood level.
Would our interactions and exchanges still be meaningful if predicated on self-gain? Would that lack of authenticity matter if it generates pro-social behaviour? Is it a sticking-plaster spatial policy for deeper rooted social issues?

Existing Allocation Policy

“ Reduced preference if the applicant has committed acts of anti social behaviour that have caused, or are likely to cause, a serious nuisance or annoyance to their neighbours or others where they live or have previously lived”

Future Allocation Policy

“ Increased preference if the applicant is committed to acts of public good or likely benefit to their neighbours or others where they live or have previously lived”
