INTRODUCTION
Migration, ownership, legislation and
byelaws are the context of the city.
The physical city is built upon these
intangible systems that organise both our
private lives and the exchanges we have

Exploring the relationship between the
formally planned city and the resultant sub-
economies it creates, we can consider the
spatial implications of policymaking, and
the spatial potential of designing with these
tools of the city to hand.
