T he Department of Trade and Industry (DTI), which is responsible for realizing the country’s goal of globally competitive and innovative industry and services sector that contribute to inclusive growth and employment generation, through the Construction Industry and Authority of the Philippines (CIAP) and Construction Manpower Development Foundation (DTI-CMDF) has recently entered into an agreement with the Technical Education and Skills Development Authority (TESDA), the government agency tasked to manage and supervise technical education skills development policies, plans, and programs, to cooperate in the implementation of human resource development programs in the construction industry. The said agreement aims to develop and implement programs in a smooth and effective manner on the basis of equality, reciprocity, and mutual benefit to accelerate the delivery of the Build! Build! Build! Program by providing competent construction manpower. The agreement revives the relationship between TESDA and CMDF through its internal and external trainings for capacity building. It also utilizes the use of the Construction Manpower Development T Center in Dasmariñas, Cavite as venue for training and construction assessment programs. Aside from these, the training materials provided by CMDF to the trainings conducted by TESDA will be synchronized and anchored to the Philippine Qualifications Framework (PQF) set for the programs. There will be a tie-up between the two agencies derived from this agreement and they will cooperate to strengthen capacity building programs of the construction industry. www.dti.gov.ph Training and Certification Program for Construction Managers to be aligned with the New Provisions of the CPD Law of 2016 he Republic Act 10912, otherwise known as the Continuing Professional Development (CPD) Law of 2016, is an act which requires CPD, the learning activities professionals engage in to develop and enhance their abilities, as a mandatory requirement in the renewal of professional license and accreditation system for the practice of professions. The law which took effect on August 16, 2016, was recently amended on March 1, 2019. In line with this, the Professional Regulation Commission (PRC) recently issued Resolution No. 2019-1146, which outlines the new Implementing Rules and Regulations (IRR) of the CPD Law. Under this IRR, the original requirement of 45 units has now been lowered to 15 CPD units which the concerned professional is required to fulfill every three years. As one of the training providers, the Construction Manpower Development Foundation (CMDF), the manpower development arm of the Construction Industry Authority of the Philippines (CIAP), started to align their project, Enhanced Construction Managers’ Training and Certification Program (ECOMTCP), in accordance with the pathways and equivalencies of the Philippines Qualification Framework, a national policy describing the levels of educational qualifications and sets the standards for qualification outcomes. Engineering professional, one of the main targets of the program, will acquire more benefits from the will-be aligned ECOMTCP through different trainings and learning. Undergoing various seminars which are accredited by the CPD Council will help them obtain more CPD units.
