CALABARZON

ment Officer in improving the health system at the local level
during the 3-day conference on Universal Health Care for DMOs
of the region held in Malate, Manila from January 29-31, 2019

OH-CALABARZON (Cavite, Laguna, Batangas,
Rizal, Quezon) yesterday concluded the First
Conference for Development Management
Officers of the region with the objeective of
strengthening primary care under the context of
Universal Health Care (UHC).
“DMOs are the key implementers of the
foundation of UHC, they are the ones who
provides realization of the achievement of health
targets and goals in the community and ensures the implementation
of health care delivery system at the local level,” he stated during the
opening program held in Malate, Manila from January 29-31, 2019.
“Under the UHC, DOH Regional Offices will become Centers
for Health Development which will nurture, support and sustain
excellence and innovations in public health and DMOs will be leading
in the implementations of new directions in the health care system”,
he emphasized.
DMOs acts as the DOH’s chief executive at the local level who
provides technical assistance in hospital development, assists in
the formation of functional units such as disease and outbreak
surveillance, disaster response and regulatory issues.
Janairo added that DMOs also performs tasks as resource mobilizer,
evaluator and inter-agency and inter-sectoral collaborator.
During the conference, various situational were given to DMOs
of the five provinces to resolve during emergencies, outbreaks, and
disaster response.
“These exercises will improve their competencies as health network
providers and enhance their capability and skills in management and
response,” he said.

to develop and improve including identification and mapping of
health facilities at the local level.
“As health providers, we need to be proactive and innovative in
order to provide real time health care to those in need. Health care
system must always be ready to assist anyone and that medical
services including availability of health human resource and
medicines must also be ensured,”.
“No one should beg for health, hindi pwedeng kapag may sakit
ang isang tao maghahanap pa ng ospital na mag-aadmit sa kanya.
Kailangan na ang health system will take care of them at ito ang
gagawin at aayusin natin para hindi na sila mahirapan pa”, Janairo
assured.
Currently there are 46 DMOs in CALABARZON located at the
Provincial DOH Offices (PDOHO) in the provinces - 8 in Cavite, 10 in
Laguna, 10 - Batangas, 5 – Rizal, and 13 in Quezon.
