TIM eMagazine Vol.2 Issue 3 PHILIPPINES TO REVISE AND DEVELOP IMO MODEL COURSES The development of the new Model Course on USE OF LEADERSHIP AND MANAGERIAL SKILL should address all relevant Leadership and Managerial Skills competencies and related Knowledge, Understanding and Proficiency T he 4th Sub-Committee Meeting on Human Element, Training and Watchkeeping (HTW) of the International Maritime Organization (IMO) held on 30 January 2017, appreciates the offer of the Republic of the Philippines to revise or develop the following model courses: 1. new model course on Electro-technical Rating supported by Greece and China; 2. new model course on Leadership and managerial skills supported by Argentina; 3. revision of existing model course 1.28 on Crowd Management, Passenger Safety and Safety Training for Personnel Providing Direct Services to Passengers in Passenger Spaces, with a view to developing two separate new model courses reflecting the passenger ship-related STCW amendments adopted at MSC 97 (MSC 97/22/Add.1, annexes 8 and 9); and 4. rvision of existing model course 1.29 on Proficiency in Crisis Management and Human Behaviour Training including Passenger Safety, Cargo Safety and Hull Integrity Training, with a view to developing two separate new model courses reflecting the passenger ship-related STCW amendments adopted at MSC 97 (MSC 97/22/Add.1, annexes 8 and 9). The Maritime Industry Authority (MARINA) being the country’s Flag state and Single-Maritime Administration for the implementation of the 1978 STCW Convention, as amended, has been diligently working on its task to deliver our commitment to the global maritime community in revising and developing the said IMO model courses. The development of the new Model Course on USE OF LEADERSHIP AND MANAGERIAL SKILL should address all relevant Leadership and Managerial Skills competencies and related Knowledge, Understanding and Proficiency (KUP) requirements found in sections A-II/2 and A-III/2 of the STCW Code, taking into account the guidance of sections B-II/2 and B-III/2 of the STCW Code. The model course should not exceed the competencies and KUP of the STCW Code but needs to consider and incorporate the latest technological developments and best practices of the industry. The model course development should support relevant competency-based outcomes in line with column 4 of Tables A-II/2 and A-III/2 of the STCW Code. The course should also consider the wide range of different ship types and the challenges faced by seafarers when operating in different regions of the world. (Terms of Reference, HTW 4). With efforts from the Philippine Association of Maritime Training Center, Inc. (PAMTCI) through the Philippine Center for Advanced Maritime Simulation and Training, Inc. (PHILCAMSAT), inputs from Gregorio Oca Leadership and Development Foundation (GOLD), and guidance of the Administration, thedevelopment is currently on its review and pilot stage prior its submission to Head of HTW and Review group. The development of this model course would improve the delivery of the Module on Leadership and Managerial skills, already forming part of the Management Level Course which addresses the education and training requirement found in sections A-II/2 and A-III/2 of the STCW Code. 13
