assessments of competence of seafarers, as required under the
STCW Convention.
-The requirements of STCWO Circular 2014-04, as amended,
shall be observed and must be included in the quality system
of the training provider; and
-Instructor must undergo a relative training on the effective
and efficient use of the distance & e-learning platform employed.
-The e-learning platform and system must secured and should
be free from tampering and hacking into its system; and
-SCORM compliant or certified by an IT certification system; and
-Secured against unauthorized access or loss.
MARINA-STCWO said further, training center operators should
ensure that a safe online learning platform. Provide sufficient time and means to enable the seafarers to a conducive
e-learning environment; and that;
1.The delivery of distance education through a fixed connectivity; or
2.A system to allow the seafarer to receive all course materials
in appropriate time and order, and access to the course facilitator and fellow course participants for an online discussion
and be able to get answers to questions by means of:
2.1delivery of material through disk and/ or download-able
data; or
2.2delivery of material through internet connectivity while in
port; and
2.3delivery of material by having an appropriate blend of the
two proceedings;
3.The institutions should document and take advantage of the
existing communications for the students to have a seamless
interaction by means of, but not limited to the following:
3.1telephone;
3.2email;
3.3learning platforms; and
3.4virtual classrooms;
While receiving technology must have:
1.Operating systems
1.1Minimum operating system standard to that of currently
supported by the providers;
1.2The platform of the institutions must be able to support existing operating systems and in compatible with existing older
versions; and
1.3 An evaluation mechanism test must be made to ensure
that the new operating system support the applications with
current contents. A recommended category or suggested operating systems must be readily available to seafarers.
2.Video and Sound
The objectives of this Circular are to prescribe the guidelines in compliance
with the requirements of Regulation 1/6 of the 1978 STCW Convention, as
amended, on the training and assessment of seafarer by distance learning and
e-learning.
2.1Current platform of the institutions must be compatible
with all existing video and audio systems and can operate with
older versions;
2.2The institutions must send notice to the seafarer of changes and/ or updates made within the system;
2.3An evaluation must be made to ensure that such changes
in any formats can and must support the application for distance learning and e-learning within its co
