MARINA holds public information campaigns T he Maritime Industry Authority (MARINA) continues to conduct public meetings under its program, “USAPANG STCW”, with shipping and crewing managers and executives to re-inforce accurate interpretation of the agency’s STCW circulars and address some operational concerns. Meetings and dialogues held with several manning and shipping stakeholders were direct response to clamor of some quarters as well as attest to MARINA’s commitment in ensuring improvement in its operational system. Said events in various regions of the country also served as avenue for feedbacks to be addressed and/or corrected for smoother processing. According to CE Alfredo Haboc, who was recently designated MARINA Deputy administrator for regional concerns: “While several steps have been made to ensure compliance of the Philippines in the 2010 Manila Amendments of the 1978 STCW Convention, we are now implementing strategic actions to beat the deadline 12 Credits: Kristin Pearl Delvo and make it as efficient and effective for our seafarers.” Haboc said that as much as possible they would simplify their processing for the convenience and improvement of the agency’s services to the Filipino seafarers. He also stressed that due to pressure of time, they have been requesting seafarers and their manning agencies to strive hard to comply with the 2017 Manila STCW Amendment deadline. For their part, shipping and manning companies have been monitoring the status of compliance of their officers and crew in the past several months. They also praise the holding of meeting and dialogues with stakeholders has been a good avenue for them to clarify issues and concerns as they propose that such activity be conducted regularly. Said activity is spearheaded by the Public Information Division, led by Herbert Nalupa and supported by Examination and Assessment Division Chief Ms Josephine Castillo and METSS Michael John Esplago.
