Industry Authority (MARINA)
in cooperation with Japan
International Cooperation Agency
(JICA) with the help of experts
from Class Nippon Kaiji Kyokai
(Class NK), the “Ship Stability and
Loadline Training” was held at
the Makati Diamond Residences,
December 9-11, 2015.

Deputy Administrator for Operations
Atty. Gloria V. Bañas stressed in her
inspirational
message the importance of putting
maritime safety as a foremost attribute in
every ship. We are committed to continuous technical
enhancement and widening of knowledge and skills
for all MARINA concerned personnel. She expressed
her strong support for such endeavor. Also, she
acknowledged the Japanese representatives in sharing
their expertise on this training.

Mr. Tomoyuki Fukuhara, MARINA-JICA
consultant, also delivered his inspirational message.
He commended MARINA for taking the initiative of
enhancing its technical personnel through this training.
He is also looking forward to MARINA’s commitment
and passing on the knowledge and skills gained in this
workshop to all relevant entities.
The recently concluded training covered the
Intact Stability Criteria, including topics such as
the Code on Intact Stability 2008 and the relevant
documents and interpretations, and the procedures for
implementation. A workshop on the calculation of trim
and stability using the “Prime Ship-IPCA” software has
beendiscussed. The aforementioned were facilitated by
Mr. Takanori Matsumoto, from Freedboard Section,
Hull Department of Class NK. Likewise, Damage
Stability Regulation, Marpol Annex I, IBC/IGC Code,
and the Certification and Inspection for Stability were
among the topics. Workshop on Damage Stability
Calculation using the Prime Ship-IPCA software for
cargo ships was also held and discussed by him.
Another resource person, Mr. Taise Takamoto,
a respected senior surveyor of Class NK, explained
topics on International Loadline Convention, Loadline
surveys, Loadline computation, and a workshop on
Freeboard computation.
The training workshop was attended by thirty (30)
participants from the Central and Regional offices
including Directors, OICs, and technical staff who are
mostly naval architects. .
