Force Commander Rosalito Martires said in a dialogue with the city ’ s barangay captains on Friday morning at the DILG office , that the private armed groups ( PAGs ) have taken a break for a while in preparation for an intense groundwork in target areas . From 159 names of PAG members in the list , 38 of them have warrants of arrest and as of December 2016 onward , the JTF had 3 surrenderees in Calbayog as part of their accomplishments since its creation in October .

The DILG office proposed the merging of Masa Masid team in every barangay with CAGASMAS member in identifying the members of every household through the conduct of monitoring headed by the council and the tanods . This is one way of determining new faces and personalities in the barangay with suspected intentions .
Other plans approved by the village chiefs are the logbook system posted at the entrance of the barangay , the “ no helmet policy ” upon entrance and when roving around the area , and the clustering of barangays manned by JTF CAGASMAS at designated strategic locations .

The source also disclosed that Regulacion was one of the suspects in the Victory Massacre on September 2015 and the Renato Sabellano slaying late last year at Brgy . Carayman near the vicinity of SAMELCO 1 ( Samar 1 Electric Cooperative ). Renato Sabellano , brother in-law of Justeniano Belleza , was also in the list under the Belleza group but decided to stay where he belonged .
The source said it was Alex Regulacion who pinpointed his companions and the place where Sonny Regulacion was . The latter was his cousin . But due to lack of evidence , Alex was excluded from the case . It was Jimmy Magsaysay who bore the brunt of the case . But Sonny did not go with them , although they were together before . He stayed with the LP .
The source said Alex could not refuse Arnold because he would be killed . That explains why he sacrificed his own cousin , Sonny .

Tanauan , Leyte - A 44- year old man who is said to be the most wanted person in Leyte was recently arrested by the Tolosa and Regional Intelligence Unit ( RIU8 ) police elements after eluding justice for 10 years . Elpidio G . Espino , self-employed and married and residing in Brgy . Bislig , Tanauan , now temporarily resides in a cell at the Toloso Municipal Police Station .
He was caught at 2:30 PM on January 11 in Brgy . Quilao , this town , by Police Insp . Emy Abellana Macena , police chief of Tolosa Municipal Police Office , and Senior
Police Insp . 4 Rolan E . Maceda , of RIU8 .
Espino has 2 standing warrants of arrests for murder and attempted homicide issued respectively by Regional Trial Court ( RTC ) Judge Rogelio C . Secson , of Branch 9 , Bulwagan Ng Katarungan , Tacloban City , on March 17 , 2007 , and Municipal Trial Court ( MTC ) Judge Sarah Lima Dapula , of Tanauan , on Feb . 7 , 2006 .

Alex and Arnold are also first cousins . They belong to one family in Carayman . It was Alex who strafed the house of the Taduyo family because they are just neighbours . Dennis Mahayag , a witness in the case of Brgy . Capt . Rio Libario , was ordered killed by Arnold even if he was his cousin . It is not true that he killed himself , according to the source .
Janelle Belleza , on the other hand , is the younger brother of Arnold who was not in the list but got killed .
Party affiliation
As the original member and one of the organizers of Ining Uy ’ s core group , the source admitted that there were liquidations before that were not part of the plan and without the knowledge of the slain mayor .
But they started committing abuse after they were armed . Because they were used to getting paid with large amounts of money , they decided to change their political affiliation with some leaders of the group , said the source . He said he did not go with them because of his loyalty to the party he had sacrificed for .
The PAG Calbayog which started in 1992 as a core group increased its strength when former Mayor Reynaldo Uy ran for Congressman in the first district of Samar . Recruitment started in other towns such as Gandara , Sta . Margarita and San Jorge during campaign period . But the strongest force and the center of gravity in Calbayog is in Carayman , the source said . #
