Samar provinces get 25M each

TACLOBAN CITY – The Department of Agriculture released P25-million each to the three provinces of Samar Island representing the first tranche of the P50- million funding for Special Areas for Agricultural Development ( SAAD ) program during its launching on January 26 .
The program ’ s lofty target is to reduce poverty that has been hounding the three provinces for decades by 25 percent within three years . Billions of pesos have already been spent on different projects in the past to address the lingering problem of poverty in the island in the last two decades .
“ It is not how much money is spent but how it was utilized ,” says DA Assistant Secretary Lerey Panes in an interview . “ This is people ’ s money so we all have to be responsible . We have to make sure that it does not go to some people ’ s pocket but spent for where it is intended .”
Panes said two main approaches will be adopted to improve chances of the program in eradicating poverty – improvement in food production and poverty alleviation through efficient and corrupt-free delivery of basic government services and programs to deserving beneficiaries .
The P25-million first tranche release of funds were received by three governors , Gov . Jose Ong of Northern Samar , Gov . Sharee Ann Tan-Delos Santos of Samar and Gov . Conrado Nicart of Eastern Samar .
Panes said the P50- million that will be given to each province for this poverty alleviation program will just be the “ startup ” and more funds will be allocated depending on the result of the implementation .
DA Regional Director U-Nichols Manalo said he is hoping for a “ strong revolving mechanism ” so that the money will also benefit more farmers who need government assistance .
Organizations and individuals who will benefit from the assistance are expected to return the money to the government . “ This is people ’ s money . We don ’ t want to lose this money , we want the money to increase ,” says Panes .
Panes said farmers will be assisted not only to produce but also to market their products . “ We want the farmers to be entrepreneurs not only to focus on production but to be taught how to manage the resources given to them ,” he said .
Samar Gov . Tan said she will ask the assistance of Department of Social Welfare and Development to help identify the beneficiaries of the program . She said she will ask for a list of beneficiaries of Pantawid Pamilyang Pilipino Program and identify who of them are marginalized farmers and fishermen . She will also ask DSWD to conduct a social preparation for the intended beneficiaries .

TACLOBAN CITY - The pioneer batch of International Mariners Management Association of Japan - Philippine-Japan Manning Consultative Council , Inc . ( IMMAJ-PJMCC ) scholars recently completed the IMO Model Course 6.10 Training Course for Simulator Instructors and Assessors at the National Maritime Polytechnic ( NMP ) main complex in this city .
Six scholars from different maritime schools in the country completed the fourday training conducted from January 9-12 , 2017 .
As contained in the agreement entered into by and between the NMP and IMMAJ-PJMCC , the latter sponsors the participation of maritime faculty personnel who will come from memberschools of the Philippine Association of Maritime Institutions ( PAMI ), while the former delivers the course in accordance with applicable international and national standards .
Both parties recognize the importance of advancing the instructional skills of maritime faculty in upgrading the qualifications of Filipino seafarers and affirm the multiplier effect the training of instructors has on the overall skills education and training endeavor of the country .
The IMMAJ-PJMCC is an association of Japanese shipowners , ship managers

SAAD aims to provide livelihood opportunities for farmers and fisherfolk in the top ten poorest provinces in the country , including Samar island areas . The program is anchored on two major components – social preparation and food production and livelihood . $

Nat ’ l Maritime Polytechnic yields 1st batch of scholars
and Filipino manning agencies established to initiate and implement projects related to training and competence development of Filipino seafarers and maritime cadets serving Japaneseowned and controlled overseas vessels . There are about 35,000 Filipino seafarers presently employed on board ships owned and managed by members of the association .
The ultimate goal of the collaboration is to ensure the constant availability of competent Filipino seafarers in the world shipping market .
Meanwhile , the NMP continues to offer other professional development courses , namely , Training Course for Instructors ( IMO Model Course 6.09 ) and Training Course on the
Assessment , Examination and Certification of Seafarers ( IMO Model Course 3.12 ). Other offerings include Deck Courses , Engine Courses , Specialized Courses and Basic Courses .
The NMP is the only government-owned maritime training and research institute in the country . It continuously upgrades its facilities and provides maritime trainings required pursuant to the Standards of Training , Certification , and Watchkeeping for Seafarers ( STCW ) Convention as amended in 2010 and other value-adding courses required by employers .#
