Admin case hearing
vs 24 cops reset

Tacloban City – The
preliminary conference held
by the Philippine National
Police (PNP) Internal Affairs Service (IAS) on the
administrative cases filed
against the 24 policemen
involved in the killing of
Mayor Rolando Espinosa of
Albuera, Leyte was reset to
a later date.
Atty. Andrew Astilla, legal counsel of Police Sr. Inspector Deogracias Diaz III,
PO1 Jerian Cabiyaan, was
rescheduled to January 10,
2017.
One of the respondents,
SPO2 Alphinor Serrano Jr,
said the IAS was trying to
shorten the proceedings,
prompting the lawyers of the
CIDG to immediately oppose
it, saying there must be first
resolution on whether the
probable cause was established from the evidence and
counter affidavits submitted
and from the preliminary
conference.

claimed that he was not present, and was not a member,
and nor had any participation in the implementation of
the search warrant on Espinosa and Yap.
Then CIDG chief Supt.
Marvin Marcos, Supt. Noel
Matira, and Chief Inspector Leo Larraga in their
respective affidavits also
stated that Serrano’s name
was erroneously put in the
composition of the team and
misplaced in the accomplishment report. Thus, in
the post-operation report on
November 9, his name no
longer appears.
“This bolsters the fact
that indeed my name was
mistakenly inserted in the
composition of team and accomplishment report,” Serrano said.
Serrano already filed a
motion to dismiss before the
Dept. of Justice prior to the
preliminary conference today last week, that is now
pending for resolution for the
multiple murder and robbery
filed by the National Bureau
of Investigation.
Lawyer Shella Castillo,
IAS legal affairs division
chief, told reporters that
the conference was conducted at the PNP Training
Service in Camp Crame,
Quezon City.
“In the interest of justice,
we have to go through the
due process,” Castillo said.
He declined to go into the details on the documents submitted to them.

registration of new passenger
jeepneys and new private
utility cars, save those for
replacement purposes. There
are already too many private
cars, and jeepneys in Metro
Manila, mostly with drivers who do not respect traffic rules and hardly observe
road courtesy.
