38002.com theview theview September 2014 Arlington Under Construction, October 2014 ARLINGTON NEWS August Mayor and Board of Aldermen Recap: On-Premise Beer Sales Expanded By a four to three vote, the Mayor and Board of Alderman eliminated zoning restrictions on the on-premise sale of beer in the Town of Arlington on Monday, August 4. Voting for Ordinance 2014-07 were Aldermen Glen Bascom, Oscar Brooks, Brian Thompson, and Mayor Mike Wissman. Voting against were Aldermen Gerald McGee, Harry McKee, and Jeff McKee. A hotly contested issue in the weeks leading up to the meeting, this decision lifts the previously restriction of on-premise beer sales to Business Entertainment (BE) and B3 zoning districts. Effective immediately, this change permits on-premise beer permits in all commercial zoning districts where restaurants are allowed. “Neighborhood Restaurants,” or those with 39 or fewer seats are restricted from beer sales, however. Also in the ordinance were an allowance for beer pubs to sell sealed containers of draft beer (ie, “growlers”) and a change in the distance from schools and churches in which on– or off– premise beer sales are prohibited from the current 225' to 0' in B3 and 500' elsewhere. Also that evening, Ordinance 2014-08, eliminating the BE zoning was passed 6-1, with Gerald McGee as the lone opposing vote. Ordinance 2014-09 passed to amend zoning ordinance as does 2014-10 to reduce the number of members of planning commission from 9 to 7. The Mayor and Board of Alderman also approved the purchase of property just to the east of Dollar General on Highway 70, adjacent to the TDOT building. Planning Commission Meeting Recap At its August 18 meeting, the Planning Commission approved a request by the developer for an extension for Hayes Place Planned Development (PD). Hayes Place is a 32-lot subdivision located just south of Hayesville Estates; the extension is for one year. Construction in Hayes Place has been delayed by delays in town of Arlington's planned lowering of Hayes Rd. A site plan was also approved for a 3500 sq. ft. eye clinic at Airline & Cranston. Members of the Planning Commission expressed some concern regarding the decision by the of BMA to decrease the number of p l a n n i n g co m mi s s i o n members from nine to seven, citing the loss of community involvement. Immediately after the meeting, a work session was held with the developer for Village at Donelson Farms. GIVING BACK By Terry Louderback The lasted master plan for this planned development proposed 46 residential south of Donelson ES and a church to the west. The residential lots are a combination of rear alley lots on Donelson Farms Parkway and front-driveway lots in the interior of the development. Minimum lot width & setbacks proposed by the developer for Village at Donelson Farms were 50' width with 5' side setbacks (total 10'), 20' front build-to line.
