Census questionnaires are the main source of this information , going back to 1940 , and were referred to as the “ Industry and Occupation Classification System ” at the time . From 1940 to 1960 , the basic structure of the industry classification system used in the Censuses of Population was the same 297 categories , enlarging to 441 categories in 1970 . Afterward , federal agencies adopted the Standard Occupation Classification ( SOC ) structuring in 1980 and continuing to today . This was a major departure from earlier census tract data . According to internal documents from the U . S . Department of Commerce , “ the differences between the 1970 and 1980 [ formats ] are primarily due to differences in the application and interpretation of the classification principles rather than to different principles themselves .” The main three principles are as follows . First , the classification should realistically reflect the current occupational structure of the United States . Second , an occupation should be classified on the basis of work performed . Third , occupations should be homogeneous groups that can be defined so that the content of each group is well delineated . Consequently , the 1980 census system had 13 major groups that map into 20 SOC divisions , and 503 detailed occupational categories that map into 664 SOC unit groups .
Research by the authors shows that the 1970 format listed Registered Nurses under the 1970 Code “ 095 .” Within the 1970 Occupational Categories ( unit group ) were “ 075 Registered Nurses ” and “ 923 Health Trainees .” There is no mention of Licensed Practical Nurses or Home Health Aides until decades later . On the other hand , the 1980 format listed “ 095 Registered Nurses ,” “ 207 Licensed Practical and Vocational Nurses ,” and “ 447 Nursing aides , orderlies , and attendants .” Home Health Aides were excluded from both the 1970 and 1980 SOC formats . The 1980 Standard Occupation Classification went unchanged until there was a growing need to change the SOC Major Group structure to adjust for the universal occupational classification system .
The 2000 Standard Occupation Classification allowed the government agencies and the private sector to create comparable data , meaning that occupational information would be categorized according to “ Major Group ,” “ Minor Group ,” “ Broad Occupation ,” and “ Detailed Occupation .” The 2000 format listed nursing professionals according to the following “ Detailed Occupation ” codes : “ 29-1111 Registered Nurses ,” “ 29-2061
Licensed Practical and Licensed Vocational Nurses ,” “ 31-1011 Home Health Aides ,” and “ 31- 1012 Nursing aides , orderlies , and attendants .” For any member of the American public doing research on the topic , the different codes for the same profession no longer require looking up the code . Instead , a keyword search is preferable now . For example , the 1980 SOC format listed “ 095 Registered Nurses ,” and the 2000 SOC listed “ 29- 1111 Registered Nurses .” All these comingled codes makes historical comparisons between “ Registered Nurse ” nearly impossible ; thus negating historical trends that address the same personnel .
In 2005 , more federal agencies became involved in creating the Standard Occupational Classification ( SOC ) system . The committee included representatives from the Bureau of Labor Statistics , the Department of Commerce ’ s Census Bureau , the Department of Defense ’ s Manpower Data Center , the Department of Education , the Department of Health and Human Services , the Equal Employment Opportunity Commission , the National Science Foundation , the Office of Personnel Management , and the Office of Management and Budget . Therefore , the new 2010 revision had three main goals . First , the intent was to retain the current 2000 SOC Major Group Structure . Second , adjust for changes to the existing “ Detailed Occupation .” Third , new detailed occupations are to be added to the revised 2010 Standard Occupational Classification . Research by the authors shows that the 2010 SOC format listed “ 29-1141 Registered Nurses ,” “ 29-1151 Nurse Anesthetists ,” “ 29-1161 Nurse Midwives ,” “ 29-1171 Nurse Practitioners ,” “ 29-2061 Licensed Practical and Licensed Vocational Nurses ,” and “ 31-1011 Home Health Aides .” Because this 2010 SOC revision is more detailed than the 2000 SOC , the previous designation of “ 31-1012 Nursing aides , orderlies , and attendants ” are now a major group exclusive to themselves , meaning that each profession has its own “ Detailed Occupation ” code . Because of the inclusion of more and more federal agencies in any future SOC revisions , the 2018 Standard Occupational Classification system became a federal statistical standard . All workers are now classified into one of 867 detailed occupations according to their individual occupational definition . To facilitate classification , detailed occupations are combined to form 459 broad occupations , 98 minor groups , and 23 major groups .
