at the request of any of the four legislative leaders,” says Triplett. “I am pleased that all four leaders have signed on to the bill. The Legislative Council opinions would not have the force of law, of course, as Attorney General opinions do, but they would provide some guidance to legislators when they have questions about a bill.” HOUSE OF REPRESENTATIVES Representative Lawrence R. Klemin has represented District 47 of Bismarck since 1999. A Republican, he is vice-chairman of the House Judiciary Committee, and also sits on the House Political Subdivisions Committee. Klemin represents the House of Representatives as a Commissioner on the National Uniform Law Commission and will be focusing on the five uniform laws that have been introduced this session by the North Dakota Uniform Law Commission. They are the Uniform Electronic Legal Material Act; Uniform Deployed Parents Custody and Visitation Act; Uniform Asset Freezing Order Act; Uniform Premarital and Marital Agreements Act; and UCC Article 4A Amendments. Klemin has also introduced a study resolution for the Uniform Certificate of Title for Vessels Act. “There are currently a total of 54 uniform acts and 10 model acts in effect in North Dakota that have been developed by the National ULC,” says Klemin. He practices law with the Schweigert, Klemin and McBride law firm in Bismarck.
Representative William E. Kretschmar represents District 28, which covers area in Burleigh, Logan, Emmons, McIntosh and Dickey counties. He lives in Venturia and practices law in Ashley. Kretschmar has practiced law since 1961 and has been a member of the legislature for 36 years. He served in the House from 1973 to 1997, and again since 2001.
