Utah House Bill 359 was likely meant to control or stop unscrupulous dog breeders from mass-producing puppies without thought to conformation , genetic maladies , and overall health or well-being . However , in trying to do that , it opened conscientious breeders to a host of undefined regulations , fees and oversight . The bill defined anyone who bred more than one litter a year as a “ commercial breeder ,” and even regulated the transfer or trade of puppies as such . State dog groups tried to explain how small , diligent breeders often have more than one litter and transfer ownership of dogs or puppies to further refine the bloodlines of their working dogs . When that didn ’ t work , the Sportsmen ’ s Alliance issued an alert and the bill sponsor , Rep . Thurston , quickly listened to our members ’ concerns . He amended the bill to alleviate our fears and to protect small , ethical breeders .

California continues to target sportsmen by handing power to organizations and individuals that allow the harassment of hunters and shooters in civil court . Much like its law that passed in 2022 , which the Sportsmen ’ s Alliance is actively fighting in court , that lets the state and individuals file civil lawsuits against anyone who engages in the “ marketing ” of firearms in a manner that could be attractive to a minor , California Assembly Bill 554 hands the power of civil prosecution to organizations , such as the Humane Society of the United States , to harass anyone they believe is violating animal welfare laws . Assemblymember Gabriel ’ s bill is a double whammy as it not only hurts sportsmen who might have to defend themselves in court , but civil actions also involve the award of monies to prevailing parties , so organizations hellbent on harassment can weaponize the new litigation tools for profit .
