Groups like ASPCA and HSUS offer financial assistance to law enforcement as a way of influencing officers with their animal-rights agendas . of the reasons I decided to leave the organization . The edits were intended to paint a picture of animal cruelty and they were done by individuals with a clear agenda . That agenda is to get as many criminal charges as possible and to seize as many animals as possible from the alleged guilty party . The truth was secondary .
SA : Were your reports ever edited to fit more appropriately into an ASPCA framework or mission ?
JB : Yes , every investigative report was scrutinized and edited by the director of investigations . The terminology was intended to shock the reader and influence the law enforcement agencies , prosecutors and judges in each case . I have said before and I stand by the statement that any criminal case that has been charged and prosecuted anywhere in the United States where animal-rights organizations had any influence , whatsoever , should be revisited and scrutinized . I believe that constitutional rights could have been violated by the involvement of these animal-rights organizations .
SA : Would these edits substantially change the impression of events and standards surrounding a call ?
JB : The reports I submitted to the director of investigations , once edited , were no longer a true and accurate representation of what I had observed . That bothered me and was one
SA : As the northeast regional investigator , you trained many law enforcement officers . Does this predispose officers to a bias ?
JB : Yes . Most law enforcement training is intended to equip officers with the skills and knowledge they need to investigate crimes without bias . The animal-cruelty training provided by animal-rights organizations is always coupled with how the animal-rights organization can assist the agencies . They claim to be the experts , and they offer financial assistance to assist law enforcement .
SA : Were there internal discussions on how to operate , how to manipulate the situation or person to produce a desired outcome ?
JB : There were always internal discussions on how to operate , and those guidelines would often change from case to case at the will of the director or the vice president . Anyone suspected of animal cruelty by the ASPCA , or called into the ASPCA by any individual anywhere in the U . S ., would become a target . ASPCA investigators would actively investigate and
