The whole envisaged process has an autocratic tone that suggests
an element of intolerance for due democratic process. The proposal
includes the Tariff Committee and Professional Board inviting participants to a Consultative Conference, and selecting and recommending
a Technical Panel - apparently without stakeholder involvement - and
without a deadlock breaking arbitration process, and with no appeals
process. This looks like a lynch mob intent on railroading through an unacceptable fee schedule that could potentially compromise a participating professional’s ability to earn an acceptable and reasonable income.

(5.10) Here the document suggests that the Professional Board deliberate on the recommended fees to ensure that ‘all conflicts of interest
of participants are eliminated’. This is an impossible expectation of the
Professional Board and will ensure that the process fails. It would seem
that from here there is no process for further deliberation and input by
the participants, the decision resting with the Professional Board in
consultation with the Technical Panel.
Terms of reference and rules for the conference
(6.6) This paragraph suggests that the Terms of Reference (TOR) will
be determined by the Professional Board. The SAPPF comments on
the draft TOR follow:
Rules of the Conference should be agreed by all parties and not
made the responsibility of the Professional Board alone. It is unreasonable to expect participant organisations to have to agree to rules that
