Ottumwa City Structure leaders & lawmakers
Ottumwa has a mayor / council form of government in which the mayor serves as the primary representative of the city , but does not have a vote on most issues that come before it .
Ottumwa does not use wards . Instead , five council members are elected to atlarge seats and represent the community as a whole . The members are elected to four-year terms .
In the past , the mayor has traditionally served a two-year term , but the city changed course when council members voted to alter the mayoral term to four years . That change took effect following the municipal elections on Nov . 7 , 2017 .
Collectively , the city council is responsible for setting the city ’ s policies and tax rates , as well as passing ordinances and resolutions pursuant to city business . The mayor may cast the deciding vote on such items should the council vote end in a tie .
City employees are directed by a city administrator , who is in turn under the council ’ s direction .
