Proposals to be enclosed in opaque
sealed envelopes, addressed to the
Passaic Valley Sewerage Commis-
sion, Purchasing Department, Com-
missioners Meeting Room, Adminis-
tration Building, 600 Wilson Avenue,
Newark, New Jersey 07105, with
name and address of Bidder, Con-
tract Numbers, Contract Name and
Bid Opening Date plainly marked out-
side. Bids will be accepted by mail.
They must be sealed and identified
as indicated above, enclosed in a
mailing envelope with proper post-
age, and received during the time set
for receiving bids. Sealed Bid Pro-
posals shall be received by PVSC
(address above) on October 3, 2019
until 10:00 am in the morning, pre-
vailing time for public opening and
reading.
Security Notice: All contractors, sub-
contractor’s contractor employees
and/or representatives entering the
plant must have and must present to
PVSC Security, government issued
identification such as a valid picture
Driver’s License or Passport. This ap-
plies to bid openings, pre-bid confer-
ences and all on-premises contract
work.
Bids shall be opened publicly and
read aloud after the closing time,
10:00 a.m. All interested parties are
invited to attend. The bid opening
will take place at PVSC’s Commis-
sioners Meeting Room on the first
floor in the Administration Building.
Bids may be withdrawn or modified
prior to the time for the opening of
bids or the authorized postponement
thereof. No bid may be withdrawn for
a period of 60 calendar days after the
date of the opening of bids. PVSC
reserves the right to reject all Bids
and
waive
any
minor
Bid
informalities, defects or irregularities
when it has sound documented rea-
sons and in accordance with applica-
ble law. Any award will be made to
the lowest responsible bidder.
No bid will be received unless in writ-
ing on the forms furnished, and un-
less accompanied by bid security in
the form of a bid bond, cashier’s
check, or a certified check made pay-
able to the PVSC in an amount equal
to 10% of the amount of the total bid,
but not exceeding $20,000, executed
by a Surety Company duly authorized
to do business in the State of New
Jersey. The successful Bidder must
furnish a 100 percent construction
performance bond, and a 100 per-
cent construction payment bond, a
maintenance bond, and an environ-
mental maintenance bond with a sur-
ety company acceptable to the Own-
er. Complete instruction for preparing
Bids and a maintenance bond are in-
cluded in the Bidding Documents.
Work included under this single con-
struction contract includes projects
that were designed under three (3)
separate engineering contracts. The
designs developed under these engi-
neering contracts carry designations,
as listed below.
?B041 – Perimeter Floodwall (Engi-
neer: STV / Mott MacDonald Joint
Venture)
?B042 – Stormwater Pumping Sta-
tions (Engineer: CH2M, now Jacobs
Engineering Group)
?B043 – Stormwater Collection Sys-
tem (Engineer: Paulus, Sokolowski
and Sartor, LLC)
Each of the aforementioned Consult-
ing Engineering Firms, are herein-
after referred to as Engineer, and the
AECOM/HDR Joint Venture is the
Program Manager for PVSC’s overall
Flood Resiliency Program.
Work to be performed under Contract
No. B203 includes furnishing all la-
bor, materials, supplies, equipment
and other facilities required by the
Contract Documents for improving
the flood resiliency of PVSC’s waste-
water treatment plant in Newark, New
Jersey. Work includes, but not limit-
ed to, constructing a new perimeter
floodwall (B041), three (3) new
stormwater pumping stations (B042),
and making modifications to the
stormwater collection system (B043).
A pre-bid meeting and tour of the
Project Area will be held on August
14, 2019 at 1 PM. Attendees shall
plan sufficient time to check in at Se-
curity Gate 3 (Intersection of Ruther-
ford Street and Avenue P). See Se-
curity notice above. The meeting will
take place at PVSC’s Training Cen-
ter, second floor, Warehouse Build-
ing, 600 Wilson Avenue, Newark NJ,
with site visit of the entire campus of
the wastewater treatment plant to fol-
low.
The
Perimeter
Floodwall,
Stormwater Pumping Stations, and
Stormwater Collection System Proj-
ect is located all throughout the
wastewater treatment plant campus
on both sides of Doremus Avenue in
Newark, NJ. Bidders are strongly
recommended to attend the pre-bid
meeting and site visit.
Copies of the Bidding Documents will
be available for inspection and / or
purchase at the Field Office of the
Program Manager, 652 Doremus
Ave., Newark, New Jersey, 07105
(Entrance is also known as PVSC
Construction Gate Number 14) on the
date of this advertisement, during the
hours of 10:00 a.m. and 4:00 p.m.

Bidding Documents is $1,000.00 per
set (non-refundable) for each set of
contract documents ordered, which is
payable by business check to Passa-
ic Valley Sewerage Commission. If
for any reason, the Contract is not
awarded, refunds of the Bidding
Documents fee will be returned to
Bidders when the Bidding Documents
are returned in reasonable condition
within 90 days of notice that the Con-
tract has not been awarded.
In the event that a potential bidder
obtains the Bid Documents in any
manner other than as specified here-
in, the Passaic Valley Sewerage
Commission will not have the contact
information
of the potential bidder for purposes of
issuing bid addenda, if any. The non-
receipt of any addenda (in the event
that any addenda are issued) and the
failure of the bidder to acknowledge
the receipt of any and all addenda at
the time of bid shall be considered a
fatal defect in such Bidder’s submis-
sion and said Bid shall be immediate-
ly rejected. Therefore, if a potential
bidder obtains the Bid Documents in
any manner other than as specified
herein, said Bidder shall promptly

All bidders and their subcontractors
of any tier listed in the bid docu-
ments, pursuant to N.J.S.A. 40A:11-

the Bidder’s registration certificate
