FROM THE PRESIDENT ' S DESK

Chief Andrew Caggiano
Montville Police Department
The NJSACOP Board of Officers travelled to Washington, D. C. to meet with our federal partners to discuss law enforcement issues. The board met with the FBI, U. S. Federal Air Marshals Service, U. S. Customs and Border Protection, Immigration and Customs Enforcement and ATF. The topics ranged from Drone technology, immigration issues and the planning surrounding the FIFA World Cup.
The new legislative session has begun, and our Government Affairs committee including Michael Turner and Chief Conrad Pepperman have been monitoring the legislature for the introduction of any new bills concerning law enforcement. I have already visited Trenton and testified in opposition to two bills before the Senate Judiciary Committee. The first bill S3114 bans law enforcement from wearing masks with certain exceptions. We opposed the legislation and requested additional amendments to help protect and safeguard our officers.
The second bill was S5038 codifying the Immigrant Trust Directive. I testified in opposition to this bill as well. We were seeking amendments to ensure New Jersey Law Enforcement and ICE can communicate effectively and share public safety information.
I attended Governor Sherrill’ s signing of Executive Order 12 which set forth several actions as it relates to ICE. This created a portal in which the public can send videos of ICE to the Attorney General’ s Office. This prevents certain actions of ICE on state property and provides information to the public regarding interactions with ICE which is available on their website.
I would like to thank all the police departments who have participated in the statewide Goal Zero enforcement and awareness initiative. The timing of these details is deliberate and strategic. The goal of this enforcement is to continue to reduce the number of fatal crashes across the state.
