January 2026 | The New Jersey Police Chief Magazine 4
FROM THE PRESIDENT ' S DESK
Chief Andrew Caggiano
Montville Police Department
I hope everyone has had a great holiday season and a Happy New Year. The NJSACOP Board has remained active throughout the holidays with the upcoming change in Governor and NJ Attorney General. We have held several meetings with Governor-Elect Sherrill’ s senior staff over the past few months and have been able to have some great dialog.
The Governor-Elect has announced her selection of Jennifer Davenport for the next New Jersey Attorney General. I have spoken with Jennifer Davenport several times since the announcement. She expressed how much she was looking forward to working with our Association and the law enforcement community.
The association’ s Winter 1-Day Conference was well attended and again we had some of our long-term private sector partners there supporting our Chiefs. I hope all who attended received value in the training and networking with our private sector partners.
We have also been monitoring and reviewing the flurry of bills during this lame duck session. I have had the opportunity to testify before committees in the Senate and Assembly both for and in opposition to proposed bills. This has been an extremely busy lame duck session. I want to extend my thanks to NJSACOP Legislative Chair Chief Pepperman and Michael Turner from our Government Affairs firm.
Attorney General Matthew Platkin will be ending his term this month. I want to thank him for working with our Association especially during my term as President. He and his staff have always answered our calls and listened to our concerns. I wish him all the best on all of his future endeavors.
Lastly, I would like to congratulate Ocean County Prosecutor Brad Billhimer on being elected as the 2026 President for the New Jersey County Prosecutors Association.
