FROM THE PRESIDENT’ S DESK
CHIEF ANDREW CAGGIANO MONTVILLE PD
The New Jersey Police Chief Magazine | November 2025
The election is over, and we congratulate Governor-Elect Mikie Sherrill. Our Board had previously met with both candidates and discussed the issues facing law enforcement. More importantly we had relayed to each candidate that the New Jersey State Association of Chiefs of Police would be ready to work with either candidate to ensure strong public safety for the residents of New Jersey. I have been in contact with Governor-Elect Sherrill’ s transition team, and we have a meeting scheduled with her Chief Counsel.
Our Association issued an op-ed regarding the dangers associated with the sale of illegal vapes and associated products. This article caught the eye of Attorney General Platkin and his office. Various stakeholders gathered and discussed the issue, and we looked at ways to combat this issue. This will take a combination of education, enforcement and legislation. An awareness video was created and distributed, and I would ask each of your officers to view it here. It provides an overview of the seriousness of the issue. We continue to work with AG Platkin to draft new legislation to assist with police department’ s enforcement efforts.
Members of our Board of Officers met with the Attorney General and his staff on several occasions to discuss policies. The most recent policy was the change to the directive regarding the CLEAR training. Our Association brought the need for change to the Attorney General, and he worked with us and the other stakeholders. He heard our message and worked with us to bring about this updated policy, which I believe will help agencies across the State of New Jersey. We also continue to meet with members of the NJ Prosecutors Association and the NJ Sheriffs Association, looking at and discussing issues that affect all of our Associations.
On October 30, 2025, Chief Kevin Carey and I attended the Blue Mass at the Basilica in Newark, to honor those officers who made the ultimate sacrifice over the past year.
Finally, please don’ t forget to sign up your personnel for the 2025 NJSACOP Winter Conference and Vendor Showcase, 1-Day Conference on December 4, 2025.
I wish all of our Chiefs and their families a happy and healthy Thanksgiving.
