The choice facing senior public safety executives in New Jersey is not, in the final analysis, one between development and the operational responsibilities of the office. It is a choice between an executive who continues to grow into the demands of the role and one who is gradually outgrown by them. The relevant indicators— fiscal, legal, organizational, and demographic— point uniformly toward the same conclusion. The executive who continues to learn is among the highest-value investments a community can make in its own safety, and the return on that investment, properly accounted, is among the most substantial in public service.
