1912 The NJSACOP Monthly State Chiefs Meeting for September 1912 was held in Hackensack , NJ . President George C . Tenney occupied the chair . After the calling of the roll and the reading and adoption of the minutes of the previous meeting , the membership applications of Chief Patrick Hayes of Hoboken and Chief Thomas Davis of Lodi were considered and approved . Both chiefs were thereafter sworn into membership in the Association .
It was regularly moved and seconded that “ the association would adopt a stamp , and that Chief Monahan would be designated a committee of one to secure a design .”

1915 The NJSACOP Monthly State Chiefs Meeting for September 1915 was held in Paterson , NJ . “ Owing to the fact that Chief Bimson had provided considerable entertainment and the members had been somewhat late in arriving ,” a motion was made , seconded and adopted that all order of business with the exception of the induction of Ridgefield Park Chief John MacElroy as a member , was to be suspended .
1926 The NJSACOP Monthly State Chiefs Meeting for September 1926 was held in Maplewood , NJ . Chief Bell of the Radio Committee presented a communication addressed to Governor Moore , N . K . Bugbee , and Colonel Schwarzkopf , which read in part :

Assembly Joint Resolution # 26 introduced Feb . 16 , 1926 by [ A ] ssemblyman Birkmeier . This resolution created a commission to make a survey of and a preliminary investigation into the advisability , practicality and utility of a radio transmitting station in the State of New Jersey … I am Chairman of the Radio Committee of the Association to draw up recommendations and I am desirous of obtaining any information about the activities of the Commission so that I may report back to our next meeting …
Chief Bell then further reported that he received a letter in response from Governor Moore , indicating that he has not yet been given any authority by the Legislature to convene the Committee , and a letter was also received from Col . Schwarzkopf stating that no meeting had yet been held , and that he was “ hoping that one will be held in the very near future and assuring you of our desire to cooperate in any and every way possible .”
1927 The NJSACOP Monthly State Chiefs Meeting for September 1927 was held in Newark , NJ . The following amendment to Section 1 , Article 4 of the NJSACOP Constitution was offered by the By- Laws Committee :
Gov . Harry Moore
Persons eligible for membership in this association shall be chiefs of police having a permanent command of a uniform force in any County or Municipality in the State of New Jersey and of which force they are Executive officers and head thereof , also any Chief of Detectives attached to the Office of the Prosecutor of Pleas in any County of the said State , the said Chief of Police and Chief of Detectives must be protected by the Civil Service Act or the Tenure of Office act of the State of New Jersey . This amendment shall not apply to members of this association and who are not protected by the Civil Service act or the Tenure of Office act of the State of New Jersey .
1936 There was no monthly meeting of the Association held in 1940 ; instead the Association convened in Asbury Park on August 29th for a conference . The one-day conference , presided over by NJSACOP President Chief H . J . Harrington ( Carteret ) had a very full agenda , which included the following : �� An address by Hon . A .
