Past President Chief Kevin Sauter Selected for “ Chief Raymond J . Hayducka , Jr . Award ”

The is one special award reserved each year at the direction of the outgoing president of the New Jersey State Association of Chiefs of Police ( NJSACOP ).
Ed Kerr , the NJSACOP president who completed his term on June 30 , bestowed the “ 2024 Raymond J . Hayducka , Jr . Award ” upon longtime friend and colleague , former Colts Neck Police Chief Kevin Sauter . He served the people of Colts Neck for 35 years before retiring in 2019 .
“ Kevin is a great friend who has always supported me ,” said Chief Kerr , noting Chief Sauter played a leading role last year as the association ’ s conference chair , as Ed was sworn-in for the one-year term as NJSACOP president . “ Kevin had a great team around him , but he did the majority of the work .”
Ed also noted that Kevin was president of the NJSACOP in 2014-25 and president of the Monmouth County Chiefs of Police Association , serving in 2002 . Kevin was also a member of the 170th class at the FBI National Academy in 1992 .
The award - formerly the “ President ’ s Award ” - was renamed last year in honor of another past president , South Brunswick Police Chief Raymond Hayducka , in recognition of his years of outstanding service to the association , his fellow chiefs , and the police profession . Chief Hayducka served as NJSACOP president in 2012-13 .
The Chief Raymond J . Hayducka , Jr . Award is given annually by the outgoing president to anyone of their choosing in recognition of the individual ’ s advice and assistance during the term in office .
