The Arkansas Medical Society Board of Trustees met at 4 p . m . on Wednesday , August 23 , 2017 , at Independent Insurance Agents of Arkansas in Little Rock . Members attending the meeting were Drs . Lee Archer , Seth Barnes , Bradley Bibb , Samuel Bledsoe , Robert Breving , Amy Cahill , Joshua Chance , Kay Chandler , George Conner , Scott Cooper , George Covert , William Dedman , Jacob Dickinson , Gina Drobena , Erin Goss , Matt Haustein , John Hearnsberger , Curtis Hedberg , Michael Hickman , Jim Ingram , Larry ( Jack ) Johnson , Kristen Lienhart , Renee Montgomery , Chad Rogers , Jeremy Saul , Blake Scheer , Shane Smith , Mathew Spond , Shannon Swift , Joe Thompson , Toby Vancil , Gary Wheeler , Danny Wilkerson , Dennis Yelvington , Robert Zimmerman and Ms . Chairman Dr . Dennis Yelvington called the meeting to order , reminded members of the AMS Conflict of Interest Policy and the following business was received and transacted :
1 . The Board approved the Minutes of the May 5 , 2017 Board of Trustees Meeting .
2 . The newly elected board members that were not at the May HOD meeting were confirmed :
• District 1 : Larry ( Jack ) Johnson , Jr ., MD , Jonesboro
• District 6 : John Hearnsberger , MD , Nashville
• District 8 : Joshua Chance , MD , Little Rock
• District 8 : Gina Drobena , MD , Little Rock
• District 8 : Jim Ingram , MD , Little Rock
• District 8 : Danny Wilkerson , MD , Little Rock
3 . Mike Mitchell reviewed the BOT Conflict of Interest and Disclosure Policy reminding the Board of Trustees what their duties and responsibilities are .
4 . Dr . Scott Cooper updated the Board on a discussion with the Tort Reform Committee . SJR 8 is the tort reform constitutional amendment referred to the 2018 ballot by the General Assembly . The Arkansas State Chamber of Commerce is preparing to form a broad-based coalition to support the effort and has asked AMS to play a major role . A motion was approved to pledge $ 500,000 of AMS reserves in support of passing the amendment , with the first $ 200,000 going to the coalition once it is formed . The contribution is dependent upon AMS having a spot on the board of the coalition .
5 . David Wroten presented the EVP report including July membership and budget reports and recent webinars provided by AMS . David Wroten discussed AMS-sponsored webinars and the practice of charging members a registration fee when speakers are employees of AMS . In the future , pricing for these types of webinars will take into consideration the feasibility of offering these to members at no cost or low cost .
6 . Recommendation for the following appointments to the Journal Editorial Board was approved :
• Benjamin Tharian , MD , MRCP , FACP , FRACP Director of General and Advanced Endoscopy Assistant Professor of Medicine , UAMS
7 . David reviewed the Board Policies and the following actions were taken :
• Repealed the State Board Appointments Policy : Arkansas State Medical Board / Board of Health
• Repealed the Use of AMS Name and / or Logo for the Coalition of State Medical & National Specialty Societies .
• Amended the Reimbursable Expenses for Arkansas Medical Society Officers and Representatives to include language regarding private aircraft .
8 . Dr . Ferguson and Dr . Bryant gave a report of the AMA June meeting .
9 . Dr . Danny Wilkerson was elected chairman of the Board of Trustees .

1 . Bradley Bibb , MD , Chairman of the AMS Finance and Audit Committee , presented the 2018 proposed budget in Executive Session . The Board approved the budget .
2 . The Board approved the Minutes of the August 23 , 2017 Board of Trustees Meeting .
3 . Michael Reding , MD , of Little Rock was elected to fill the unexpired Board of Trustee term for Dr . Coppola ’ s unexpired term in district 8 .
4 . Steve Spaulding , executive vice president and chief health management and Dan Bloodworth , vice president of Alternative Payment Initiatives of ARBCBS , discussed the Value-Based Compensation Initiative .
5 . Carl Vogelpohl , Arkansas for Jobs and Justice , discussed efforts begin to pass tort reform ( SJR8 ).
6 . David Wroten presented the EVP report including October membership and budget reports . Wroten also discussed tort reform efforts and asked Board members to invite AMS to their communities for support of this effort .
7 . The motion was passed to include the following travel policy : Private Aircraft : reimbursement for use of private aircraft travel will be at the comparable commercial airfare rate ( see Airfare policy ). If the origin or destination city Is not serviced commercially , then the nearest commercially serviced city will be used to calculate the allowable reimbursement .
8 . Robert Gullet , MD , Fayetteville , was elected to serve on the Finance and Auditing Committee . His term begins January 2018 .
