The Participating Nations Policy Cell
The Participating Nations ( PN ) Policy Cell provides advice , administrative services and documentation to PN Service Personnel on a wide range of subjects . For the most part , these are related to : housing allocations and regulations ; vehicle registration , import and export ; tax entitlements , education , banking and healthcare . Our aim is to provide support and assistance to make things as easy as possible for PN Service Personnel during their posting here in the UK .
We are a team of four , and our offices are located in HQ ARRC ( G1 ), with the Housing Officer working from the Welfare Office . Our contact details are given below so please do not hesitate to contact us with any questions or enquiries . We hope our Quarterly Updates are of interest , but please do get in touch with us with any queries and we will do what we can to assist .

WHAT YOU NEED TO DO WHEN MOVING FROM THE AREA

When you and your family move from the area on assignment / posting , leave the Service , or for any other reason , there are certain things you must do , for you and your family .
CHILD / CHILDREN ’ S SCHOOL
Once you know the move-out date from your house , you must inform your child / children ’ s school that they will be leaving the school and the date . It is important to do this , so that the school doesn ’ t report your child as truant when they don ’ t attend or return to school . This will also help the school know the availability of school places for other families . Please be aware that schools will close for the summer holidays from 23 July 22 , so do notify the school by email that your child / children are leaving .
DE-REGISTER FROM DOCTORS / DENTISTS / HOSPITALS
Do ensure that you and your family tell their doctors ’ surgery , dental practice and ( if receiving hospital treatment ), the hospital department , that they are moving from the area and the date .
They will then de-register your family from the surgery , practice and department . This will ensure that there are places there for new families when they arrive .
REDIRECT YOUR MAIL
It ’ s important for you and your family , that you have your mail redirected to your new address , when you move from your SFA / house . You will not then miss important letters / documents , and this also prevents your personal details from being stolen and used by someone fraudulently . Royal Mail has a redirect service , and mail can be redirected to any UK or overseas address , for a required period and for all family members , at a cost . Royal Mail Redirection can only be obtained online or in person from a post office , and takes 5 working days to arrange . Previous occupant of SFA / house – their post
When you move into your new SFA / house , you may receive correspondence ( i . e . letters , bills ), through the post system addressed to the previous occupant . Please cross through the address and bar codes and write the following words on the envelope : ‘ NOT KNOWN / NO LONGER AT THIS ADDRESS , RETURN TO SENDER ’, and repost through the post system .
Do not open the correspondence , as this is against the law .
If the correspondence is from a Utility Company – gas , electricity , water , please take the envelope and contents to the Welfare Office . They will forward the correspondence to the relevant DIO department for their action .
PNs leaving and arriving in the UK – vehicles
PNs must notify PNPSO when they export their imported vehicle or sell their UK registered vehicle at end of tour , so their vehicle record is closed and for checking fuel tax claims . PNs must notify PNPSO when they import a vehicle or purchase a UK vehicle , so a vehicle record can be set up , and to ensure that the vehicle registration process is completed . PNs must adhere to the processes below to ensure they comply with regulations and guidance .
Export / Sale of UK Registered Vehicles
PNs must notify PNPSO , HMRC and DVLA when they export or sell their vehicles . PNPSO will notify HMRC and close the PN vehicle record . PN are to notify DVLA themselves . This applies for both imported vehicles and UK purchased vehicles . PNs should contact PNPSO before exporting a vehicle , to confirm the current export process .
New Arrival PNs - Import of Vehicles into the UK
PNs must notify PNPSO and HMRC within 14 days of importing a vehicle , whether by importing themselves or by transporter . PNPSO sets up PN / vehicle record and assists with the process to register with HMRC and DVLA . There is a set process to transport a vehicle into the UK . PNs must contact PNPSO , in advance ( ie 3-4 weeks ) for the requirements & process .
New Arrival PNs – Purchase of UK Vehicle
When a PN purchases a vehicle in the UK , if they wish to claim duty free fuel for it , they must notify PNPSO of the purchase , so that a PN / vehicle record can be set up .
