ARRC DCOS SP , BG ( ESP Army ) Carlos Salgado Romero , is awarded with a prestigious recognition in Spain
On 30 December 2020 BG Carlos Salgado Romero was given the prestigious recognition of ANDALUSIAN HUMAN CAPITAL by the Spanish magazine ANDALUCÍA ECONÓMICA , a distinguished business and management publication .
BG Salgado was awarded the honour by the Vice-President of the Andalusian Autonomous Government , Mr . Juan Marí . Also present were members of the magazine ’ s editorial team , the relatives of BG Salgao and the Chief of Staff of Spanish Land Forces Command Major General Julio Salom Herrera .
This title is awarded annually as part of the forum “ Andalucía – Madrid ”. It formally appreciates the successful careers of Andalusian professionals working outside of the community and recognises the outstanding leadership of the recipients . This is the third year the award has been given and in choosing BG Salgado , ANDALUCÍA ECONÓMICA are showing their support and acknowledgement of the work done by Spanish soldiers deployed overseas and proudly serving the country . In this instance , also recognising the paramount role of HQ ARRC in NATO and UK environment .
Knights Order of Dannebrog
LTC Anders Moller ( DNK A ) from G3 Branch was appointed Knight of the Order of Dannebrog by her Majesty the Queen of Denmark on 2 Feb 21 . In addition to this , he was awarded the Lithuanian Armed Forces Medal of Distinction for his former service at Multi-National Corps North East .
A presentation took place in the Officers ’ Mess on Thu 4 Mar where COMARRC presented LTC Moller with his medals .

MENTORING AND THE DEFENDER SERIES

ARRC HQ are privileged to be mentoring a newly established Romanian military headquarters in Bucharest during Exercise Defender 21 ( DEF 21 ). Headquarters Multi-National Corps South East ( HQ MNC-SE ) will be bolstered by ARRC personnel , who will ‘ play ’ the exercise as fully embedded exercise staff and simultaneously provide a mentoring role for their Romanian counter-parts .
Exercise Defender 21 is a series of linked US Army Europe ( USAREUR ) - led exercises , consisting of Swift Response 21 , Immediate Response 21 , Saber Guardian 21 and Defender Europe 21 , which supports the U . S . European portfolio . Following HQ ARRC ’ s accreditation as a corps warfighting HQ , it is suitably experienced to reinforce MNC-SE in DEF 21 . HQ ARRC also have an opportunity to intimately understand another NATO HQ , reflect on and further develop ARRC ’ s own warfighting tactics , techniques and procedures . This will not only enhance the bonds and interoperability between ARRC , USAREUR , V ( US ) Corps , and MNC-SE , for ARRC personnel it will broaden the knowledge and experience , and provide a deeper understanding of the region in which MNC-SE operate .

HQ MNC-SE is NATO ’ s newest corps and is striving towards Initial Operational Capability in summer 2021 . HQ MNC-SE ’ s presence will complement the NATO force structure and the defence and deterrence in the Black Sea region .
EXPERIENCE IN ROMANIA
Having already deployed to Romania and engaged with the staff of HQ MNC-SE , the enthusiasm , pride and positivity is evident . During the visits MNC-SE HQ have been very accommodating hosts , we will be in good company during DEF21 . Coupled with ARRC ’ s mentorship the MNC-SE staff are setting the foundations for their HQ and how they will operate , and are forging a distinct esprit-de-corps .

Ensuring effective COVID-19 prevention and mitigation measures is at the forefront of both HQs ’ exercise planning . The ARRC visits to MNC-SE have included developing a common and robust Force Health Protection ( FHP ) plan for the duration of the ARRC ’ s deployment . Previous ARRC visits have been witness to the commitment in observing force health protection measures by both parties .
The ARRC ’ s interaction with MNC-SE has been a combination of teleconferences and several visits . A recent ARRC visit , an ‘ Academics ’ week , saw ARRC facilitate critical thinking on corps warfighting , academic speakers and MNC-SE developing itself as a dynamic HQ .
LOOKING AHEAD TO DEFENDER 21
In June 2021 HQ ARRC will deploy over 90 service members to Bucharest in support of HQ MNC-SE and 30 service members to Grafenwohr , Germany in direct support of MNC-SE LOCON . The deployment will allow for the respective HQs to acquaint , but crucially the ARRC staff will be able to bond with the MNC-SE staff in order to understand , and where necessary provide advice in advance of the exercise . This will ensure a more effective and beneficial exercise .
On deployment to Bucharest , ARRC personnel will be accommodated in a military hotel which is currently being constructed in advance of DEF 21 . The accommodation and catering is within a short distance of the exercise location and this will allow for an enclosed working environment .
DEF21 is a unique opportunity for ARRC to strengthen linkages within NATO , to broaden professional knowledge through working in parallel with our Romanian allies in HQ MNC-SE , and to get a sense of the Romanian culture .
