SPECIAL TOPICS

Ambler Access Project update
The board acknowledged the long history and positive impacts of responsible resource development in our region and our clear criteria for how to do that in a way that protects our Iñupiat way of life . The Ambler Access Project ( AAP ) and its proponents failed to meet our criteria . NANA is disengaging from our work on AAP and will not renew our surface access permit to Alaska Industrial Development and Export Authority ( AIDEA ). We will continue to fight for our long-term right to selfdetermination over resource and infrastructure development that impacts our region and shareholders .
Background The NANA board of directors extensively discussed the Ambler Access Project and its alignment with the corporation ’ s values and criteria for responsible resource development . Following thorough deliberation , the board made the decision to withdraw from further involvement with AAP . This choice was prompted by several key factors :
1 . Unmet criteria : Despite initial engagement and evaluation , AIDEA failed to meet NANA ’ s specific criteria for responsible development , including controlled access , protection of subsistence resources , job creation and community benefits .
2 . Insufficient consultation : NANA expressed concerns about the lack of meaningful consultation throughout the project ' s development ,
particularly as it pertained to the interests of Alaska Native corporations and the broader community .
3 . Bureau of Land Management ' s ( BLM ’ s ) final SEIS : NANA voiced apprehension regarding elements of the BLM ’ s Final Supplemental Environmental Impact Statement ( SEIS ), which it believed exceeded legal boundaries and threatened the socioeconomic interests of Alaska Native corporations .
4 . Commitment to stewardship : The decision reflects NANA ’ s commitment to stewarding ancestral lands and safeguarding the Iñupiat way of life , emphasizing the importance of responsible development practices and inclusive decision-making .
Next steps :
• NANA will not renew AIDEA ’ s surface access permit , signaling its disengagement from the AAP .
• The corporation will continue to advocate for self-determination over resource and infrastructure development impacting its region and shareholders .
• NANA remains open to future opportunities for mineral development in the Upper Kobuk that align with its criteria and values .
• Despite withdrawing from the AAP , NANA will remain involved in processes related to the project as it affects its lands , including ongoing legal proceedings .
Communication efforts :
• The corporation will conduct further engagement with shareholders , communities and Tribes to communicate the rationale behind its decision and address any concerns .
• NANA will provide resources and information to stakeholders interested in learning more about AAP and related developments .
Ultimately , NANA ’ s decision underscores the need to ensure that any project in our region and on our lands is in partnership with entities that understand and are aligned with our people ’ s values to ensure responsible development , which advances community well-being and the preservation of our way of life .
