The purpose of the meeting on July
30 was to approve an ordinance for
the Tech Bond and to do the additional
appropriation of $1,200,000 to fund
purchase of the Information Technology equipment. The need for the special
meeting was due to the bids that had
been received and approved by the
Commissioners. The bids needed to be
awarded before the sixty day bid time
period ran out and they could not be
awarded unless the ordinance and additional appropriation were acted on.
The council also acted on the other additional appropriations that were presented and acted on the fund transfers
within the different budgets as well as
paying the monthly legal claims.
The regular council meeting for
August was held on the second Monday
and the second Tuesday of the month.
We met to hear the presentation from
the department heads for their 2013
budgets. In addition to the budget presentations we also conducted the normal monthly business of the council.
Prosecutor Jeff Wible requested
that we allow the use of infraction
deferral dollars to fund the purchase of
traffic violation supplies for the County
Clerk’s office. The Council approved the
request. The Council also approved the
transfer of funds to balance accounts
within individual budgets and approved the additional appropriation for
the establishment of a revolving loan
fund and also for a loan to Michiana
Event Center. This additional appropriation is from the Major Moves Fund.
The council next addressed the
presentation of budgets. Over the two
days the council heard the justification
of the budget from each of the department heads and board and committee chairpersons. At this time the
requested dollars for General, Health,
and Park Department are $10,403,056.
With the information we presently
have, this will cause us to have to cut
$1,343,056 to get to the estimated
total budget that the state Department
of Local Government Finance will ap-
prove. Any way we slice it is a sizable
amount that will need to be cut from
the proposed budgets.
On September 10 and 11, we will
meet in a two- day session of budget
hearings to work out where and how
we will cut the over budgeted dollars.
These are open and public meetings
that will be held in the County Office
Building starting at 8:30 each morning.
As always, we will try to be good stewards of
your tax dollars.
